C. Ferguson noted File #04-160 "Specific travel expense claims for a Council member" and asked if the Councillors are advised when a FOI request is made concerning them.

8.1 Council Meetings - Location in Former Area Municipalities (CL05003) (City Wide)

Discussion around difficulties of moving Council meetings to various municipalities e.g. refreshments, TV coverage, advertising costs. Problems vary depending on the location. Suggestions were made as to it being better to hold committee meetings vs council meetings at the area municipalities facilities, as they are better attended, especially the Planning and Economic Development meetings, but it depends on the issue. Kevin Christenson said Council is committed to move meetings around "it's a Council resolution" so you have to go back to Council to be changed. Ferguson moved a recommendation to take the suggestion to COW meeting, 2nd by Bruckler .

Collins : ".what was the budget amount (earned interest) for '04 incorporated into the City's Operating Budget?" Rinaldo : ".$3 million. Collins : "Exceeded that by how much for the Actuals?" Rinaldo : "We're in the process of determining that with staff." and says that the same amount ($3 million of investment income) will be used in the 2005 budget. Rinaldo : ".when I look at it on the surface, it appears that the amount of investment income the operating budget earns is not equal to the $3 million.we're looking at some policies issues that allows us to at least allocate that amount."

9. MOTIONS
Collins raised the issue of the City's use of paid lobbyists for federal and provincial support. He had discussed the issue with Scott Stewart who couldn't attend this meeting today so he will raise this issue at the next Public Works meeting.
10. NOTICES OF MOTION
C. Ferguson talks about 2 issues in his ward. The first is about customer service voice mail. He would like "to see every department have a default phone answer - talk to a live body." Rinaldo responded that Cathy and he will raise the issue for discussion at the next CMT [Corporate Management Team] meeting.
Second issue is "in our customer service centre, why can't we take POA [Provincial Offences Act] payments?" Rinaldo replies that we (the City) has to use the ICOM system, the provincial system, "that's the constraint we have". Rinaldo "will follow up with Kevin (Christenson) and see if there's a way to take some of those payments at the Customer Service Centre as well."
Ferguson wants the first issue (default phone answer in every department) to be a notice of motion. Samson : So noted.
Collins remarks that he raised an issue last year that still has not been addressed and that is that all the Councillors names should appear in the "Blue Pages" (of the phone book). Rinaldo answered that staff will follow up on this. (Not a motion, but presented as a direction.)
