Mayor DiIanni : "Good evening ladies and gentleman and Members of Council. Dobro ve"ce." (Mayor DiIanni says "good evening" in Croatian.) "I would like to Call this meeting of City Council to Order and ask that you remain standing for the National Anthem, please."

Mayor DiIanni : "Thank you. You may be seated. Members of Council I ask that you remember in your thoughts and prayers, this evening, a Mr. Robert Morton, a long term supervisor in the Public Works Department, Operations and Maintenance Division. Robert passed away just recently."

(from Hamilton Spectator, April 11, 2005 - MORTON , Robert John - Suddenly on April 9, 2005 in his 53rd year. Beloved husband of Lynn (nee Pearcey). Beloved father of Robert (Caroline) and Nicole. Beloved son of Robert and Margaret. Brother of Rick (Lucy) and Randy (Karen). He will be missed by his mother-in-law Betty, brother-in-law Don (Christine) and many aunts, uncles and cousins. He was a 25 year employee of the City of Hamilton. Family will greet friends on Tuesday, April 12, 2005 from 2-4 and 7-9 p.m. at CRESMOUNT FUNERAL HOME, 322 Fennell Avenue East. A Service will be held in the Chapel on Wednesday, April 13, 2005 at 11 a.m. Interment to follow at a later date. In lieu of flowers, donations to the Heart and Stroke Foundation would be appreciated. )

Mayor DiIanni : "Rob started his career with the City of Hamilton back in October of 1981 and worked in various divisions within the City, including Culture and Recreation for many years. And, had been Cemetery Supervisor in our Public Works Department since December of 2001."

"His portfolio included: Hamilton Cemetery and cemeteries in the Dundas, Ancaster and Flamborough areas. He was also on the executive of [CUPE] Local 1041 and served as Acting President for a short period of time."

"I'd like to, this evening, on behalf of all Members of Council, and the employees of the City and his colleagues to acknowledge Rob's years of hard work and dedication. And, offer his family, friends and many co-workers, our condolences on behalf of all of us."


Mayor DiIanni : "I would also, ladies and gentlemen, like to welcome this evening Dr. Mehendra Deonarain to our meeting. Dr. Dionarian is a Hindu Priest with the Hindu Samaj Temple of Hamilton (http://www.inform.city.hamilton.on.ca/details.asp?RSN=28443&Number=877) He conducts services regularly every Sunday in English and in Sanskrit."

"He is also a member of that most revered of professions - the teaching profession. And not only that, he's an award-winning Head of the Mathematics Department at Saltfleet District High School (http://calendar.tetraplex.com/section7-11.html) in Stoney Creek. In fact, he won the Prime Minister's Award for Math and Science (http://pma-ppm.ic.gc.ca/pub/k12/index.html) back in 1994. Welcome, and would you please lead us in prayer."

Dr. Mehendra Deonarain (begins his message to Council in Sanskit then continues his greeting in English) "On behalf of the Hindu community in this region, I thank you all for the opportunity to be part of today's proceedings."

"Our prayers, today, will be in English and Sanskrit. Sanskrit incurs vibration. So, if you hear the sound, you'll know what I mean. And, it attempts to harmonize the body, the mind and the spirit. There are 2 words you will hear often: om - o uses a primordial sound, an original sound that's made up of a, o, and m. These are a sound that could be made by a little child - a, o, m. So, call it om."

"And, another word you'll hear is 'Shanti.' Shanti means 'peace.' Just like the end of your prayer you say Amen; we say Shanti. So, when you hear this, you will know and feel vibration, hopefully. So, I'd ask you close your eyes as you are. And, I'll recite the Sanskrit Mantras." (Dr. Deonariain begins the Sanskrit Mantras)

"May we realize, Lord. Let us meditate on that Supreme One who removes hurdles." (continues in Sanskrit) "Oh, Radiant Divinity, the Lord of the Universe, You're all Holy, Pure and Good. Please remove all evil from us. And, endow us with all that is noble." (continues in Sanskrit) "Oh, God, You alone are real. Save us from the path of untruth and lead us to the path of Truth. You are the Light of lights. Keep us from the darkness of ignorance; and lead us to the Light of Knowledge."

"The 1st one is to be added is Item 7.4. It's a Finance and Administration Operational Review Sub-Committee."

"Item 7.5 is the Establishment of an Airport Implementation Task Force."

"And, Item 7.6 is Representation at the Canadian Radio-Television and Telecommunications Commission [CRTC] Hearings."

"In addition, we have 2 added Private and Confidential issues concerning a personal matter about an identifiable individual and an update on labour negotiations."

"And finally, we have Notice being waived this evening to present an amendment to a Zoning By-law respecting 346 Park Street in Dundas."

2. Declaration of Interest

Mayor DiIanni : "Members of Council, are there any Declarations of Interest?" (no one has any at this point. Councillors Bratina and Kelly realize later on in the Council meeting when Motion 7.6 comes up concerning CRTC hearings, that they should Declare an interest and they both do so at that time.) "Seeing none -"

3. Ceremonial Activities

3.1 Presentation - Good Citizen Award

Mayor Dianni : "- a very pleasant task, this evening, Members of Council, as part of our Ceremonial activities. In fact, a couple of very pleasant tasks. But, for our first presentation, this evening, may I please have Erin Heinbecker, the Chief of Police, Brian Mullan and the Fire Chief, Jim Kay join me at the podium." (invitees make their way to podium)

"And, Erin is this sweet little young lady, right here. And, I'm assuming that these are Mom and Dad, right? Okay."

"Chief Mullan, Chief Kay, you have a presentation to make to this special young lady."

Brian Mullan - Police Chief : "Your Worship, Members of Council, ladies and gentlemen, it is indeed my honour with Jim [Kay] to introduce you to young Erin Heinbecker. Erin is 4 years old. And, on the 1 st of December, of last year - December 31 st of 2004 - Erin was visiting her Grandmother in Stoney Creek."

"And, during the visit, her Grandmother was also taking care of a very ill friend; a very close friend who was ill. During the stay, the friend got into medical difficulties - severe medical difficulties. And, while Grandmother, the Grandma was tending to the friend, she turned to Erin and asked Erin to call 911."

"Erin immediately went to the phone; called 911. We were able to ascertain the address and the nature of the emergency from Erin. She then - when the emergency responders were en route - she then ran to the door, and stayed at the door waiting for EMS" (Emergency Medical Services - http://www.hamilton.ca/Living-Here/emergency-services/medical/default.asp) "to arrive so she could help them come in."

"Unfortunately, the events had a tragic ending. But, for young Erin to show that level of maturity and bravery beyond her years, we thought it would be appropriate to introduce her to you today and to present her - both Jim and I - with some small tokens from Hamilton Police and Hamilton Fire for her bravery and maturity." (hear applause from Council and gallery; while presentations from Chief Mullan and Chief Kay are made, as well as photos taken.)

Mayor DiIanni : (As he begins to speak, the Mayor holds a certificate that he is about to present to Erin.) "And Erin, before your leave - of course Erin can't read - " (hear giggles from Council and gallery) "But, maybe she can, knowing her level of maturity." (hear more giggles from Council and gallery) But this, Erin - and to Mom and Da - " (hear someone suggest Erin goes over to the podium, as she is a bit behind folks and people can't see her, as she is tiny.) "Oh, Erin come over here beside me." (Chief Mullan and Chief Kay hold Erin up between them. Photos are taken, but they hold her close to the podium where she can see Mayor DiIanni at eye-level and see the plaque or certificate that he is presenting to her)

Brian Mullan - Chief of Police : (jokingly says as they carry little Erin, trying to figure out the best vantage point for her) "It's been a long time since we've done this." (hear more giggles from Council and gallery.)

Mayor DiIanni : "Yes, indeed. So, this is a certificate for Erin and we'll give it to Mom and Dad to take home. But, Erin, this is for you. And, what this says essentially, Erin - there are big words, here - But, it essentially says, that we are very, very proud of you. You're a good girl." (hear a few giggles from Council and gallery) "Thank you, Erin." (hear more applause from Council and gallery.) "Thank you very much."

3.2 Presentation - Croatian Hall - 75th Anniversary

Mayor DiIanni : "For our next presentation, I would like to ask Councillor Bratina to join me at that podium. And there's a strange - well, maybe not so strange - instrument Councillor Bratina. Why don't you tell us what this is all about."

Bratina : "Thank you very much, Mr. Mayor. What the Mayor is referring to, ladies and gentlemen, is an old instrument that I brought along, which dates back to when our ancestors came over from the old country and brought with them little more than their energy, their talents, their ambition and their culture. And, this was part of their culture." (showing the instrument in hand) "This is a tamboritza."

"And so, we honour, today Mr. Mayor, the 75 th anniversary of the Croatian National Home in Hamilton." (http://www.inform.city.hamilton.on.ca/details.asp?RSN=28183&Number

, http://www.croatianemb.ca/croatsincanada.html) And, I want to ask some of the folks who have come along in the national costumes to join me. And, they're seated in the audience. And joining us are Lorne Vervanich (sp?) and Martin Schott (sp?), Tiana Yurkovich (sp?) and Jordan Buchar (sp?), Martina Schott (sp?) and Joseph Radman. (sp?) And, these young folks will join us here."

"The Croatian National Home started in 1930 by these individuals, who as I say, were newcomers to Canada and that really needed a place where they could meet and share their culture and deal with issues. This home was built - the year 1930's interesting because as you will know, Mr. Mayor, the depression was underway. And so, somehow they managed to build this facility and develop cultural programs that have endured unto this very day."

"And I guess, the program that really kept everyone coming to the Home and even those not of the Croatian heritage was the Tamboritza instrument, such as I showed you, and the wonderful music. So, in honour of the 75 th anniversary, we have the instructor who we're going to honour here, as well, Mr. Joe Loncarich (sp?) and a group of musicians to give us a brief number on the Croatian Tamboritza. Joe, would you take it away, please." (quintet - 2 guitars, 1 bass, 1 tamboritza? Play for Council and gallery. When finished, much applause from Council and gallery)

"Joe, I'd like to ask you to come forward and Mr. Tony Ciglar, the President of the Croatian National Home. Joe took over formally teaching - in all the 75 years, there've only been three teachers in the Croatian National Home: Steve Koprich,(sp?) Shirley Golecich (sp?) and then Mr. Loncarich took over 50 years ago - although he was helping even before that as a teen-ager. And, there must have been thousands of young people who learned their culture and their instruments, dancing from Mr. Loncarich. Mr. Mayor."

Mayor DiIanni : "Thank you very much, Bob. And let me see, first of all, if I can try this Joe. And, if I'm wrong, you'll tell me, right?" (hear giggles from Council. Then Mayor DiIanni speaks a few words in Croatian.) "Bogvas Blagoslovia" (sp?)

Joe Loncarich : "Right."

Mayor DiIanni : (again a few words in Croatian) "Falaljevo" (sp?)

Joe Loncarich : "Thank you very much; very good." (hear giggles from Council and gallery)

Mayor DiIanni : "And this is a certificate to yourself on behalf of the City of Hamilton. We wish to extend sincere congratulations to you for 50 years of Croatian Tambora music instruction. Thank you for helping our community demonstrate its creativity and diversity." (hear applause from Council and gallery)

Joe Loncarich : "Thank you very much."

Mayor DiIanni : (addressing Tony Ciglar now) "And to the Croatian National Home, Mr. President, which has been in existence, as Councillor Bratina said, since 1928, which is a non-profit organization whose main purpose is to promote the Croatian name to the local and surrounding communities, as well as to preserve and endear the Croatian culture in the community, as well. We present, on the 75 th anniversary of your organization, we present this certificate in recognition and in thanks for helping this community grow, as well. Thank you."

Tony Ciglar : "Thank you very much." (hear applause from Council and gallery)

Mayor DiIanni : "Thank you very much. And thank you (to Bob Bratina) for your help, as well." (hear some giggles from Council. Also, councillors try to coax Councillor Bratina to play the very old Tamboritza that he brought with him.)

In fact, we may need some of your harmonious notes, because there's some issues that we're going to be dealing with whose notes may be a little discordant, this evening, so - " (hear some giggles from Council) " - Anyway, thank you very much, again."

Merulla : "Just wondering, it's not normal practice to go correspondence by correspondence. I'm just wondering why we're doing that this evening."

Mayor DiIanni : "In fact, we started some time ago listing the correspondence" (transcriber thinks the practice was started by Councillor McHattie at November 10 th Council meeting - I think) "But, some of these needed our direction. That's why they've been broken out for tonight."

Merulla : "Oh, I see. Okay. Thank you."

Mayor DiIanni : "Okay. Usually, we just receive them. So, did we take a vote on 5.10? All in favour of 5.10?" (hear councillors say carried) "That's carried. Thank you, Councillor."
