Mayor DiIanni : "Good evening Members of Council, ladies and gentlemen. I'd like to call this meeting of City Council to order and ask that you remain standing for the National Anthem, please."

Mayor DiIanni : "Members of Council, I'd like to welcome Father Alex McCauley of St. Charles Garnier Church (http://www.hamiltondiocese.com/directory/Parishes/Hamilton/) in Hamilton to this evening's meeting."

"Father McCauley entered the religious order in 1952 and was ordained a priest in 1961. He spent 5 years teaching at St. Jerome's High School. In 1965, he was sent to La Paz, Bolivia and returned home to Canada in 1973."

"He was a leader in seminary formation for 10 years and has worked in parishes in Kitchener and Hamilton."

"Now Father McCauley, Beninitos. (sp?)"

Father Alex McCauley : "Thank you."

Mayor DiIanni : "Would you lead us in prayer."

Father Alex McCauley : "I though it appropriate this evening to use a prayer composed by the martyred Achbishop from South America, Oscar Romero (http://www.westminster-abbey.org/tour/martyrs/6_or.htm). In it, he reflects on our efforts when ever we are about to go building of enterprise. So, we begin by calling on the God of all our endeavours to hear us as we pray:"

"It helps now and then, to step back and take the long view. The Kingdom is not only beyond our efforts, it is beyond our vision. We accomplish in our lifetime, only a tiny fraction of the magnificent enterprise that is God's work."

"Nothing we do is complete, which is another way of saying, that the Kingdom always lies beyond us. No statement says all that could be said. No prayer fully expresses our faith. No confession brings perfection. No pastoral visit brings fullness. No program accomplishes the Churches mission. And, no set of goals and objectives includes everything."

"This is what we're about. We plant the seeds that one day will grow. We water seeds already planted knowing that they hold future promise. We lay foundations that will need further development. We provide yeast that produces effects far beyond our capabilities. We cannot do everything. And, there is a sense of liberation in realizing that. But, this enables us to do something, and to do it very well. It may be incomplete. But, it is a beginning; a step along the way. An opportunity for the Lord's Grace to enter and do the rest."

"We may never see the end results. But, that is the difference between the Master builder and the worker. We are workers, not Master builders; ministers, not Messiahs. We are prophets of a future, not our own. Amen."

Mayor DiIanni : "Thank you very much, Father McCauley."

"Before I ask the Clerk for any Changes to the Agenda, Members of Council, ladies and gentlemen, I'd like to take a moment to remind Council and the public of a special ceremony happening tomorrow - Thursday, April 28 th at City Hall. In fact, in front of City Hall."

"Because, you see, April 28 th is the International Day of Mourning (http://www.cupe.ca/www/media/9610). Ceremonies will be held in communities across Canada and in about 100 other countries to remember those workers who lost their lives on the job, as well as those who've suffered occupational illness and injury."

"In Hamilton, the ceremony takes place at 11:00 am at the Workers Monument at the corner of Bay and Main Streets, just in front of our building. The ceremony's organized by the Hamilton and District Labour Council (http://www.hdlc.ca/community.php). And, to further mark the day, flags at City facilities will be flown at half mast. City staff will also be encouraged to attend the mourning ceremony or take a moment of silence where it's operationally feasible to do so."

"And so, again tomorrow, April 28 th the Day of Mourning. I hope all Members of Council who are here can attend at the Bay and Main Streets Workers Monument at 11:00 o'clock."

"Also, on behalf of Council, I'd like to extend congratulations to Councillor Collins and his wife Mary on the new addition to their family. They had a beautiful baby girl named Reese and we wish Councillor Collins congratulations. He's not here. I understand he may be joining us. I don't know whether he will, or not. I know that things are well, although Rees was born a little premature, I understand - about 5 weeks, which is premature. I sent a message onto Councillor Collins indicating to him that my second son was born 6 weeks premature. He's now 6 ft. 2 in." (here giggles from Council and gallery) So, you know, things do work out. So, we send him our congratulations and best wishes."

3. Ceremonial Activities

3.1 Presentation - "call 2 recycle"

Mayor DiIanni : " - I'd like to, for our Ceremonial portion, I'd like to ask Beth Goodger and Tyrone Biljohn from the Rechargeable Battery Recycling Corporation (http://www.rbrc.org/index.html) to join me at the podium, please. Beth and Tyrone." (Beth Goodger and Tyrone Biljohn make their way to the podium.)

"I'm going to turn the microphone over to Tyrone."

Tyrone Biljohn : "I'm Tyrone Biljohn from the Rechargeable Battery Recycling Corporation (RBRC). For a number of years, we've been collecting and recycling rechargeable batteries all across the country. And, we're here tonight to recognize the City of Hamilton - their Waste Management Department for an outstanding job for this year. For 1,437 kg of collected rechargeable batteries." "That saves your landfills. It saves the environment. And, they're one of the leaders in that in the whole country. And, we're quite proud of it and quite proud of Beth and all her team, too." (hear applause from Council and gallery)

"I'd like to present this to Beth." (hear more applause from Council and gallery)

Beth Goodger - Director, Waste Management : "Thanks very much, Tyrone. And, we would really like to thank the RBRC. It's supported by many companies that take back the rechargeable batteries. And, it's a free program to the Municipality. So, this is really good for our bottom line; and it's really good for our landfill site."

"I do want to thank our team - Waste Management Team - for setting up this program. And, we offer the recycling program through all the Municipal Service Centres and through the Green Venture Eco-House (http://www.greenventure.ca/ecohouse.asp?ID=104), and as well as our Hotz hazardous waste depot (http://www.hotzenvironmental.com/index.html). So, residents can bring rechargeable batteries to any of this locations."

"Which brings me to my last point to really thank all the residents of the City of Hamilton for recognizing that it's really important to keep these batteries out of our landfill sites. And, every battery makes a difference. So, thank you very much." (hear more applause from Council and gallery, with photos being taken)

Merulla : "Sorry, Mr. Mayor. With respect to the Declaration of Interest, I didn't hear you call for that."

Mayor DiIanni : "I did right at the beginning. But, that's okay, we can go back to it."

Merulla : "My apologies. I do have to declare an interest on the Stelco issue. My father's a pensioner. And, as a direct result of the impact on the pensioners at Stelco I have to declare - "

Mayor DiIanni : "We're probably going to receive that, because that issue's been dealt with. But that's fine, we'll record that."

Merulla : "Thank you."

Mayor DiIanni : "Okay, all in favour of the Minutes, then, on the 13 th again; a vote for that?" (hear councillors say carried) "That's carried."

5. Communications

Mayor DiIanni : "On Communications. Before I ask for a Motion on that, I understand that Communications 5.1 respecting Elimination of Retirement Farm Lots requires disposition by Council. What is your pleasure with respect to this item. Councillor Morelli.? (didn't hear Morelli say anything) "Councillor Whitehead."

Whitehead : "Thank you, Mr. Mayor. Actually, I was going to suggest forward it to the Agricultural Committee for comments. And then, send it from there to the Planning [and Economic Development] Committee, if that's okay."

MOTION to REFER - "Correspondence from City of Ottawa respecting Elimination of Retirement Farm Lots" to the Agricultural and Rural Affairs Committee for comment and then to Planning and Economic and Development Committee.

Lee Ann Coveyduck - General Manager, Planning and Development : "Through you, Mr. Chairman. Yes, that is on the agenda later this evening."

Ferguson : "Okay." (hear a glass clink)

Mayor DiIanni : "So what are you suggesting, Councillor Ferguson?"

Ferguson : "Please ignore my previous comment." (hear giggles from Council and gallery)

Mayor DiIanni : "Okay, fine. Councillor Mitchell."

Mitchell : "Thank you, Mr. Mayor. On this 5.4, this correspondence, it be received, I've got a Motion here to refer back (c ) and (d) of that Item 9 of Public Works, back to the Public Works Committee. So, it may be appropriate to have this one, referred to Public Works, as well. "

Mayor DiIanni : "Why don't you make that suggestion, and I'll accept that."

Mitchell : "I would suggest that that be referred to Public Works."

Mayor DiIanni : "Item (c ) - "
