Call To Order

Mayor DiIanni : "Good evening ladies and gentlemen. I'd like to call this meeting of City Council to Order and ask that you remain standing for the National Anthem."

Prayer

Mayor DiIanni : "Thank you. Please be seated. Members of Council, ladies and gentlemen, I'd like to welcome to our Council Meeting, this evening, the Rabbi Phillip Cohen of Temple Anshe Sholom."

Rabbi Cohen was ordained from the Hebrew Union College Jewish Institute of Religion (http://www.huc.edu/) in 1983. He then earned his Ph.D. from Brandeis University (http://www.brandeis.edu/) And in his career, he has served as a Jewish educator, a college professor, a Hilo (sp?) Director and a pulpit rabbi. He's been the Rabbi of Temple Anshe Sholom since July 1, 2004."

"He's married to Beth and is the father of Elli and Talia. And, I know that Rabbi Cohen looks forward to having his family join him in the next little while from the United States."

"Welcome, Rabbi Cohen. And, would you please lead us in prayer."

Rabbi Phillip Cohen : "Well, I thought I'd start with a very, very brief story. But, it's really one of my favourites. And, it's apropos of any political gathering that's going to be making judgements of one sort or another. The story is about Solomon."

"On the night that he is about to become king, he knows that his father is dying and in fact the father dies during the night - King David dies during the night. And during that night, Solomon has a dream. God comes to him in this dream and says, 'So Solomon, I'll give you anything you want, anything you want, at all.' And Solomon says, 'God, please, give me wisdom.' And God says to him, 'You know, Solomon, you could have asked for wealth; you could have asked for power; you could have asked for great good looks. But, you elected to ask for wisdom, instead. And, because of that, I'm going to, we'll see to it, that many of these other things will happen, as a result.' Solomon wakes up; becomes king. And of course, the tradition has it that he's been well-known for his wisdom."

"And so, that's my story. And, that's my prayer. That's my prayer for this City Council Meeting this evening - that God grant you the wisdom to make the proper judgements as they come before you and that the judgements that you make will be helpful to this community and will take us forward into the future. Thank you very much."

Mayor DiIanni : "Thank you very much, Rabbi."

 

1. Approval of Agenda

'Item 5.7 Correspondence from Tony Roy, special assistant to the Minister of Canadian heritage and minister responsible for the Status of Women respecting establishment of a Canadian Broadcasting Corporation Radio and Television Station in Hamilton. Recommendation: to be received.'

'Item 5.8 Correspondence from William Alempijevic, Flamboro Downs respecting the opening of a Flamboro Downs teletheatre at 43 King Street East, Stoney Creek. Recommendation: That the correspondence be referred to the General Manager of Planning and Development for a report to the Planning and Economic Development Committee.'

'Added Motion, Item 7.3 Motion by Councillor Chad Collins respecting Burlington Lift Bridge.'

'Added Notices of Motion: 8.1 Notice of Motion by Councillor Brian McHattie respecting Churchill Park.'

'And, Item 8.2 Notice of Motion by Councillor Tom Jackson respecting Vehicles bearing Ontario Veterans Licence Plates exempt from certain parking regulations for the remainder of 2005.'

Bratina : "On the CBC application."

Mayor DiIanni : "Okay. Thank you. Councillor Ferguson."

Ferguson : "Mr. Mayor, Item 6.2 and Item 17 of that report."

Mayor DiIanni : "Thank you. Councillor Kelly."

Kelly : "On the CBC application, Mr. Chairman."

Mayor DiIanni : "Thank you. And, I'll declare potential conflict on 5.3. So, please record me as such. 5.3, Councillor Kelly?"

Kelly : "Yes, Mr. Chairman, same thing."

Mayor DiIanni : "Councillor Kelly, as well."

 

3. Ceremonial Activities

Mayor DiIanni : "Thank you, very much. We have some ceremonial items, this evening, as well."

3.1 Presentation - Canadian Boxing Championship

Mayor DiIanni : "And, I'd like to call on Councillor Morelli to assist me with a presentation, this evening. And, I as that Melissa Shields join us at the podium. And, as both are making their way to the podium, Members of Council, I just want to pass around a post card that we received downstairs today."

"And, Councillor Bratina, you had a newspaper earlier - 1930?" (hear Councillor Bratina say "'39" off microphone) " 1939 newspaper, a significant year. A Hamilton newspaper, maybe you can pass that around to Councillors, as well."

"But, this is a post-card, Members of Council, that was send to us by a lady who lives in Point Pilot Manitoba. A Ms. Clair Geddes. And, it's a postcard that she must have had in her possession for quite some time; and it's a post-card of the Royal Hamilton Yacht Club. And, it was mailed and dated, June 5 th , 1908. And, it's embossed and really attractive. And, we'll pass it on after you have a look at it, to our archives for display. It's a wonderful postcard."

"Thank you. Councillor Morelli and Melissa Shields are both here. And, let me tell you, ladies and gentlemen, that we are very pleased this evening to recognize Melissa, who recently won gold at the Canadian Junior Boxing Championships." "These championships were held recently in Brantford. Melissa is the daughter of Mike Shields, and her coach is Eric Merlos - both of them employed in our Public Works Department. Are they here, this evening?" (hear talking off microphone.) "There they are. So congratulations to you, as well. Melissa, especially to you - congratulations on your outstanding achievement. And, we wish you many more successes in the years ahead."

"And for you, along with Councilor Morelli, we have a little plaque." (Melissa thanks the Mayor - off microphone; also hear applause from Council and gallery)

 

3.2 Presentation - World Winter Games for Special Olympics

Mayor DiIanni : "For our second presentation, I'd like to call on David Mullally and Vicki Vale, to join me at the podium." (David Mullally and Vicki Vale make their way down to the podium)

"So, in February 2005, two Hamilton Special Olympians, David Mullally and Vicki Vale, competed for Canada in Figure Skating at the World Championships in Nagano, Japan."

"Their accomplishment on the world stage was outstanding. David won 2 gold medals: a gold medal in Men's Free Skate; and a gold medal in Solo Dance. Vicki won a silver medal in Solo Dance."

"So, Congratulations to you both." (hear applause from Council and gallery)

"I had the pleasure, actually, of seeing both David and Vicki. And, just before they went to Nagano, up at the Dofasco arena - the Dofasco rink, along with many, many other individuals who were skating that morning and these were individuals, not only from Canada, but right across the United States, as well. So I saw, first hand, their talents. And, I knew that morning that you guys were going to win medals - that's for sure." (hear giggles from Council and gallery)

"Additional thanks and appreciation, as well, to David's and Vicki's 2 outstanding coaches. And they are: Head Coach, Michael Pincucci (sp?) and Assistant Coach, Kathy Sitac (sp?) for their dedication and volunteerism to the Special Olympics program."

"David, Vicky, on behalf of City Council, congratulations to you both, and continued success. Now, is Kathy going to come up to the podium, as well? Kathy, do you want to come down." (hear applause from Council and gallery as Kathy Sitac makes her way down to the podium)

Kathy Sitac (sp?): "Thank you. We're just very excited from the Hamilton Special Olympics Skating Program, for the 2 of them. They worked so hard. And, we're just really excited for them." (hear more applause from Council and gallery) (Mayor DiIanni makes a presentation to the Olympians, followed by more applause)

3.3 Presentation - Juno Award Recipient

Mayor DiIanni : "And for our final presentation, this evening, I ask that David Braid (http://www.jazzsnaps.com/david_braid.htm, http://www.davidbraid.com/press.php) join me at the podium. David." (pause) "I'm pleased this eveni - " (hear Council and gallery start to applause, and the Mayor encourages the applause for David) "Yes, please, acknowledge him." (hear more applause)

"I'm pleased to, this evening, to recognize David on his most recent accomplishment of having won a Juno Award for 'Traditional Jazz Album of the Year.' (http://www.canada.com/entertainment/junos2005/nominees.html,) David Braid was born in Hamilton; received formal training in classical music; and his intrigue with jazz led to a 4-year scholarship at the University of Toronto's Jazz Performance Program. Here, David underwent a rapid growth, and quickly became active in various performing and composing projects."

"His many accomplishments include semi-finalist standing at the 1998 Marshall Solo Jazz Piano Competition in Paris, France; being commissioned by the Global Knowledge Foundation to write, perform and present an original piece of music to honour the distinguished physicist Dr. Stephen Hawking; and nominated by U of T's Faculty of Music for the Governor General's Medal; guest artist at St. Francis Xavier University in 2001, and a guest clinician at various colleges and high schools all across Canada - and at such a young age. He's done so much. And, he's going to do so much more. David's recent success has spawned an important awareness - that of disseminating a musical experience to maintain and revitalize interest in jazz among newer generations of musicians and music lovers."

"David, on behalf of Council and all of here, congratulations on your truly impressive successes and may the success continue in the years ahead." (hear sustained applause from Council and gallery)

Bratina : "Mr. Mayor."

Mayor DiIanni : "Yes, go ahead, Councillor."

Bratina : "Mr. Mayor, if I may, in the audience with us - Hamilton is well-known throughout Canada and North America for the quality of its music programs. And David Braid - on of the people, the teachers that was instrumental in the development of his talents is here, Mr. Russ Weil, (http://www.hamiltonallstarjazz.org/about.php) in the audience." (hear applause from Council and gallery, as Mr. Weil stands)

"And also, a Canadian and really world musical jazz legend - a member of the Order of Canada. And, as a would-be clarinet player, one of our great idols of this musical instrument, and an outstanding educator, and great Canadian, Mr. Phil Nimmons (http://www.jazzbrat.com/templates/jpage.php?u_pageid=79), is also with us in the audience." (hear applause from Council and gallery, as Mr. Nimmons stands)

Mayor DiIanni : "Well, scratch that off my script. Thank you. Well done." (hear giggles from Council and gallery) "Well done."

"Also, ladies and gentlemen, tonight I'd like to extend a welcome to Mohawk College students who are in the gallery observing Council this evening. Where are you, Mohawk College students? There they are. Welcome." (hear applause from Council and gallery)
