"Members of Council, ladies and gentlemen, I would like to welcome Major Byron Jacobs of the Salvation Army to this evening's meeting. Major Jacobs is a native of Newfoundland. He did his training at the Salvation Army Bible College in St. John's. He has ministered with the Salvation Army for the past 26 years. His experiences have been in: pastoral work; in youth work; training of Salvation Army pastors; and most recently, at the Salvation Army Community & Family Services in Dundas. Currently, he is the Public Relations and Development Director for Hamilton and the Niagara Region."

"Welcome, Major Jacobs. And, would you please lead us in prayer."

Major Byron Jacobs : "Shall we pray."

"God, our Father, we come into Your presence, this evening. And, there is a real humility in the sense that we aren't even sure how to approach You, the Creator, Preserver and Governor of this universe. But, we approach You as our Father; we approach You as our Creator. We approach You in praise and adoration."

"We confess, oh God, that sometimes we are not up to the mark, not up to the standard of being like You. We confess that sometimes, we are impatient; sometimes, we work without the love that we need to have - without the wisdom. We confess that we need You."

"And so, right now, we pray with thanksgiving for this city; with thanksgiving for this country; with thanksgiving for every person who serves You in this city. And, we would pray, that You would give to Mayor DiIanni, to each of the Councillors, to each of the workers, wisdom to deal with issues that are well-beyond their own abilities; understanding and love for people of all races, colours, creeds. And, we pray that through them, this city might be a model of love; model of acceptance; and a model of what You would have us to be."

Bruckler : "I don't like to start the questioning early, but I believe that there had been a petition that came in somewhat late from, from some of the constituents with the respect to a sidewalk issue. And, I just wondered if that was ab - if that had been on to the adgen, made it onto the agenda, or not. I know it came in rather late. But, it was a request that had come in."

Mayor DiIanni : Any information on a petition, Madam Clerk?" (hear someone say something off microphone) "Maybe we can check, and we'll let, and if it's appropriate, to - at the very least receive it, we'll do that formally. But, let's give staff a chance to check it."

3.1 Canada Wide Science Fair Awards

Mayor DiIanni : "And, Members of Council, if you notice - and, ladies and gentlemen, if you note - that the I.Q. quotient - Intelligence Quotient - in the room, has significantly risen, this evening. That's because we have some very special guests with us."

"And, I'm very proud and pleased to, this evening, recognize the recipients of the Canada Wide Science Fair Awards."

"And, you've got - I think you should have a little flyer from BASEF [Bay Area Science and Engineering Fair - http://www.basef.ca/] some quick facts, that the Bay Area Science Fair and Engineering Fair has put together, with a rather stodgy picture of some fellow at the bottom of the right hand side." (hear giggles from Council)

"But nevertheless, for more than 40 years, Members of Council, the Bay Area Science and Engineering Fair has provided a forum for students in the Hamilton and Halton areas to develop their scientific skills and prepare for national and international competition."

"Now, the Bay Area Science and Engineering Fair - BASEF - is one of the largest and longest running Science and Engineering Fairs in Canada and features outstanding work from the hundreds of students who compete each year."

"Twenty finalists, with 18 projects, were sent to compete in Vancouver for the 2005 Canada Wide Science Fair. Eleven of the projects returned with 17 awards, worth $36,000 - cash and scholarships. The Bay Area Science and Engineering Fair team won more awards than any other."

"And so, on behalf of Hamilton City Council, I'm so very proud and pleased to congratulate and recognize these hard-working and dedicated students whose achievements may enhance the future of generations to follow."

"And, let me tell you, ladies and gentlemen, that I've had the pleasure, the honour, of actually going the last several science fairs in Hamilton, 2 years ago; and in Halton, this past year. And, have seen first hand. And, spoken to many of the participants. And, have seen, first hand their exhibits. And, they're very, very well put together."

"So, as I call off the names of the recipients, can you please come down to the podium to accept your certificate."

"And, the first recipient is Natalie Raso of St. Thomas More High School for her award winning project on Using Viruses to Kill Cancer. Natalie also won Best in Fair. And, I'm convinced that someday she'll be Prime Minister of Canada." (hear giggles from Council and gallery) "Natalie." (hear applause from Council and gallery)

"And, Natalie's Dad, of course, is Joe Raso, who knows a thing or two about basketball." (head coach, McMaster University Mauraders, Men's basketball -

"And, there are 2 others - Christopher Balaban and Nikola Lukenda - who's actually absent, this evening - of Cardinal Newman High School for their award winning project on the effects of herbal remedies vs. antibiotics against bacterial growth. And, because we've got so many, they'll all be in Cabinet some day." (hear more giggles from Council and gallery) So, let me just cover them all off that way." (hear applause from Council and gallery)

"Jeff van Leeuwen and Zack Romyn of Hillfield-Strathallan College for their award winning project NANOsize me! - Nutritious and never obese. NANOsize me." (hear giggles and applause)

"Jelena Illic and Olja Zubic of Sir Wilfrid Laurier for their award winning project Drugged Out on Daphnia." (hear giggles and applause from Council and gallery) "Daphnia is apparently a small water flea." (hear more giggles)

"Jordan Bowman of St. Mary's High School for his award winning project Particulate Matters, or Does it? Phase II Protecting Air Quality through the use of Particulate Pollution Barriers. They're even clever, not only good scientists. But, they're clever." (hear giggles and applause from Council and gallery)

"Julia Brucculieri of St. Agnes for her award winning project Fiery Fibres." (hear applause from Council and gallery)

"Kaitlin Lewis of St. Augustine for her award winning project Allergen Alert." (hear applause from Council and gallery)

"And, Madeleine Martin of Bishop Ryan High School for her award winning project Managing Greenhouse gas Exchange in a Constructed Wetland Model." (hear applause from Council and gallery)

"Patrick Martin of Bishop Ryan High School for his award winning project The Effects - well, I talked to this young man of the - I couldn't understand the title; see if you can do any better - The Effects of Guanosine on Alpha - you say this, Patrick -" (hear giggles from Council and gallery)

Patrick Martin : "The Effects of Guanosine on Alpha-Synuclein in a Parkinson's Disease Model." (hear giggles from Patrick, Council and gallery; hear applause from Council and gallery)

Mayor DiIanni : "And, Sarah Macaluso of St. Augustine for her award winning project IBD.. A pain in the gut." (hear applause from Council and gallery)

"Members of Council, please join me in a round of applause, again, for our students." (hear applause from Council and gallery) "Well done."

"And, I'd like to now call on Peter Olynyk of Mohawk College (http://www.mohawkcollege.ca/dept/building/faculty/faculty.html) who would like to say a few words to Members of Council. And, let me tell you, as Peter is making his way, here, that Peter and his wife, in fact, and a team that I'm sure that he'll introduce, are responsible - work all year long to put this together. So Peter, congratulations to you, as well." (hear applause from Council and gallery)

Peter Olynyk : "Thank you so much, Mayor DiIanni, Members of Council. My name is Peter Olynyk. I'm a professor at Mohawk College and a long-time volunteer with BASEF. I'm actually standing in for the boss, tonight. She's - Susan Olynyk, our Chair, is sitting in the airport at Ottawa because it's raining in Toronto."

"BASEF is one of about 100 regional science fairs. I'd just like to give you a few facts - many of them are on the sheet, there. We've been in operation for 45 consecutive years. We are completely volunteer-driven. There's absolutely no paid staff. There are 30 core volunteers that meet once a month, all year long, virtually. And, a total of about 300 volunteers that help to stage the fair."

"We cover the geographic area of Hamilton, Halton and Norfolk/Haldimand and Brant counties. We're open to Grade 12 to - [Grades] 7 - 12 students. We have an Operating Budget of roughly $110,000 annually. Plus in-kind. And, 75% of that number goes back directly to the students."

"Students come to us from the elementary and secondary schools. In 2005, at Sheridan College, they competed for over $210,000 in cash prizes and scholarships."

"Budget permitting, we will then advance 20 students to the Canada Wide Science Fair (http://www.cwsf2005.ca/), which this year was held in Vancouver; and four to the Intel International Science and Engineering Fair (http://www.intel.com/pressroom/archive/photos/isef_2003_photos.htm), which this year was held in Phoenix, Arizona."

"At National, our students will compete against 500 of Canada's best students. At International, they will compete against 1,400 students from 40 countries - the best of the best from around the world."

"For the second consecutive year, ladies and gentlemen, Team BASEF was the most successful team at Canada Wide - that's this team standing in front of you. We were better th - " (hear applause from Council and gallery) "We were better than Calgary, Montreal and that little town outside the greater Hamilton area that we call Toronto. We beat them." (hear giggles from Council and gallery) "Further, we produce the most successful Canadian student in Phoenix, Arizona, this year. How's that for achievement."

"2006 will see the fair move to Mohawk College - back to Hamilton, this year. And, of course, I'd be amiss if I didn't put in a plug for sponsorship, for the Science Fair. It costs us, roughly, $2,000 to send each one of these students away for a full week - all expenses paid."

"I would like to applaud Council this evening and - for this recognition, this evening. And especially, to Mayor DiIanni, our Honourary Co-Chair, who's served now, for several years, for his on-going support."

"Fifteen minutes ago, I would have asked you 2 questions. The first one would have been: who knows the name Jesse Lumsden? Can I see a show of hands. That's all I - just a quick show of hands. Who knows the name Jesse Lumsden in this room? Okay. And who knows the name - 15 minutes ago, I would have asked you - who knows the name Jordan Bowman, Natalie Raso, Julia Brucculieri and so on?" (hear giggles from Council and gallery)

"And, that's one of the purposes of me being here, tonight - not that Jesse shouldn't be recognized as one of Canada's top athletes, but that our top young scientists and engineers should not remain unknown."

"Jordan Bowman, from St. Mary's is the #1 student in Canada in intermediate" [I think this is the word he used] "environmental sciences. He's the only gold medalist in Canada. Aaron Hakim, Appleby College, is the #1 student in Canada in Junior Life Sciences - the only gold medalist."

"Natalie Raso is #1 in Canada in Health Sciences. She's in the top 9 in the world. And, out of nearly 500 Canadian students, the best Canada has to offer, Natalie was selected as the #1 student - Best in Fair." (hear applause from Council and Gallery)

"Ladies and gentlemen, I ask why are these names not household names? Why is this so important? Because - I can tell you why - because if this flu pandemic, that is in the papers everyday - if it does break out, and if our air quality gets so bad in the next few years that we have to take immediate serious action, I can tell you, ladies and gentlemen, we will not go to Ivor Wynne Stadium to look for the solution. Nor, to the Art Gallery. We will turn to these students because they will become our future. That's why it's so necessary, so critical that we recognize them, encourage them, nurture them, share their enthusiasm, absolutely anytime that we can. This community will go forward in the future based on science and technology. And, it's the single most important thing for us to recognize. That's why this evening is so special."

"Ladies and gentlemen, in 2 days, it is Canada Day, a chance for us, as Canadians, to be proud of who we are and what we are. And, I say to you now, that we have no finer reason to be proud than these fine young adults in front of us, this evening. And, I would ask you to please rise and give your congratulations and tribute to these students." (hear applause from Council and gallery. Also, Members of Council make their way over to where students are standing to shake their hands.)

Mayor DiIanni : "Thank you again, ladies and gentlemen." (as Members of Council shaking hands with students) "Yes, please, take a moment to congratulate these young people, they do deserve it."

3.2 All Sport Volunteer Awards

Mayor DiIanni : "Members of Council, we haven't finished. We have a couple of other presentations to make - and ladies and gentlemen, as well."

"And, our second presentation is in recognition of the All Sport Volunteer Awards. And, I'd like to invite Gary Schwoob and Mark Robinson to join me at the podium, please. Gary and Mark."

"And, as they're coming, let me just tell you about them. Recently, at the City of Hamilton Annual Sports Volunteer Appreciation Dinner, Gary Schwoob was recognized for his outstanding contribution to Eastmount Park Softball. Words like: 'outstanding,' 'tremendous,' and 'an invaluable asset' were used to describe Gary who is the supervisor of Provincial Business Applications with Public Health and Community Services."

"The Pearson-Dunn Outstanding All-Sport Volunteer Award is presented to individuals who've made a significant impact in shaping sport in Hamilton. Gary has spent the last 25 years coaching, running softball clinics, and helping children who need extra help with their skills. Gary also coaches an all-star T-ball team. In 2003, Gary coached this team to the finals in the World T-ball Championships in Ancaster."

"Gary's commitment to this community also includes: developing a neighbourhood ice-rink; supporting Special Olympic events; coaching children's hockey; volunteering at World Cycling; and, of course, putting in a full day's work at the City. Right. Congratulations, Gary." (hear applause from Council and gallery)

"Mark Robinson, is an Operations Engineer - also in Public Works - Water and Wastewater - and another big winner at the Sport Hamilton Volunteer Appreciation dinner. The Ancaster Avalanche Girls Hockey Association (http://www.aagha.ca/AAGHA%20dates.htm) would not be the same without Mark Robinson - the heart of the Association."

"Mark is an outstanding coach, coaching his girls hockey team to a gold medal at the Ontario Girls Bantam "B" Provincial Championships. Mark was nominated because of his outstanding example of sportsmanship, his extra-ordinary commitment to girls hockey, and, for his outstanding contribution to fundraising charity games in helping with the year-end banquets."

"Congratulations on being a Pearson-Dunn Outstanding All Sport Volunteer Award winner, Mark. And, thank you very much." (hear applause from Council and gallery) "Wonderful."

Bruckler : "And, the item which you do not have before you, but is a petition from residents from within Ward 9, as it relates to sidewalks in the Valleyview subdivision. Now, if I might, just, Mr. Mayor, on that one because the Members do not have that before them. The request - the petition, actually - the request from the residents in this new development is that the sidewalk be relocated to curbside."

"And, I've had some discussion with staff. And, apparently that there ha, there was considerable discussion a few years ago, prior to me coming on Council with respect to the location of the sidewalks and boulevards. So, again, the residents are quite passionate. And, I'm not sure if the appropriate recommendation is to refer it to the Planning and Economic Development staff to deal with it."

"There is some urgency. I'm not sure what the timing is for the sidewalk to be installed. But, if staff could look at that and report back. But, I certainly don't want to necessarily get in a situation where w -, there has been some serious debate by Council and a standard or a policy made if it - "

Mayor DiIanni : "So, the recommendation is to refer it to the Planning and Ec Dev Committee. That's fine.

Bruckler : " - with some urgency to that, Mr. Mayor."

Mayor DiIanni : "Who seconded all those recommendations? Councillor Braden. Thank you. All in favour, as stated?" "Question. Councillor Whitehead."

Whitehead : "Just clarification. I'm still trying to figure out why that would go Planning and Economic and not Public Works." (hear someone say something of microphone)

Mayor DiIanni : "I think there's the, it's Planning, the what?" (hear someone say something off microphone)

Whitehead : "Sidewalks."

Mayor DiIanni : "Well, Lee Ann is saying yes."

Lee Ann Coveyduck - General Manager, Planning and Development : "Yes, the Sidewalk Policy is under our Engineering section and - "

Whitehead : "Well, this is not replacement. This is new sidewalk." (hear someone say something off microphone) "It's new sub -. Okay. Thank you."
