"Reverend Wall is presently Director of Christ Church Cathedral (http://www.niagara.anglican.ca/parishes/index.cfm?PID=104) on James Street North and services as Dean of the Diocese of Niagara, which covers an area from Fort Erie through the Golden Horseshoe and up to Mount Forrest . Reverend Wall has served for many years in London , Ontario - eventually assuming his present position in Hamilton ."

3.1  Welcome - Otjiwarongo Mission

Mayor DiIanni : "Members of Council, we are very pleased, this evening, to have a number of important ceremonial activities, as well. And, the very first thing that I'd like to do is invite - or not invite - you're already here. But, recognize the mission from Otjiwarongo, a community in Namibia ." "And, we have a number of visitors from Otjiwarongo and I can tell you that the name 'Otjiwarongo' means 'beautiful place.' Did I remember that correctly? And, let me introduce them, first of all: Manfred Uxam, is the Town Secretary and Acting CEO of the community - Glen Peace's counterpart. Welcome, sir." (Mr. Uxam stands; hear applause from Council and gallery)

"Dirk van Kneekirk is the Health Services Co-ordinator for the community and Joe-Anne Priel's counterpart. Welcome, sir." (Mr. van Kneekirk stands; hear applause from Council and gallery)

"Welcome to the 3 of you. And, just for the information of Council and the audience, the purpose of this visit, is to increase co-operation and enhance partnership with the FCM's (Federation of Canadian Municipalities http://www.fcm.ca/english/main.html) International Centre for Development."

"As you know, since 1987, FCM has provided, has involved more than 200 Canadian municipalities and 1,500 municipal experts in municipal development programming with funding from the Canadian International Development Agency - or CIDA.

(http://www.acdi-cida.gc.ca/index-e.htm) FCM has supported initiatives to strengthen local governments and municipal capacity building in approximately 20 countries in Asia, Africa, and Latin America ."

FCM's international work is central to its mandate and therefore seeks opportunities to share Canadian municipal skills and experience with the developing world to reduce poverty, improve health and increase environmental sustainability."

"And that, is what today is all about. It's about relationships and partnerships. So, once again, on behalf of my Council colleagues, I welcome the delegation, the mission to our City, and to our Council meeting, this evening."

"And, I think I speak on behalf of, not only the Members of this Council, but the entire community to say that we're absolutely honoured to have you with us, this evening. And, I'd like to invite the gentlemen to join me at the podium as we have a few mementos and gifts to give to you, this evening. And, maybe I'll ask the CEO, also, to say a few words and introduce his community to Hamiltonians. Please come to the front." Manfred Uxam - Secretary & CEO - Otjiwarongo , Namibia : "Thank you, very much. His Worship the Mayor, Councillors, distinguished, invited guests, all" (couldn't make out Mr. Uxam's next word) "ladies and gentlemen. I think it is my distinct honour and privilege to be here today and to say thank you to the community of Hamilton and thank you to FCM that make it possible for us to be here, today."

"The relationship between Canada and Otjiwarongo had started already in 1997 / 1998 when we first signed the protocol agreement with the Town of Dundas . We were there and there some technical activities that have taken place between Otjiwarongo and Dundas . And now, it is the first exchange that is now taking place together with the City of Hamilton after the amalgamation that is started."

"Otjiwarongo is a very small town, about 250 km outside the capital City of Namibia, Windhoek. (http://www.windhoekcc.org.na/) It is a small town that consists of about 30,000 people. We are very diverse in cultures - 11 different languages are spoken in our town. And, we are surrounded by agricultural activities. And, the main source of income of Otjiwarongo is the farm. We don't have major mining industries and all these type of industries that bring income to the town."

"This partnership was very welcomed by our communities. His Worship, the Mayor of Otjiwarongo has actually thanked and sent me a message that I must thank you very much for what you are offering to Namibia . We are here to tap from the resources that you have. We are here to learn and experience how best we can carry our communities; how best we can uplift the standard of our communities because that is very important for us."

"We are sitting with 7, 000 to 10,000 people in our town that have no jobs, that is very poor, and that cannot also afford the services. But, what we can bring them is the experiences, the learning that we can bring them - even if we don't have - that they can think for themselves and they can really uplift their standard themselves. And, that is the purpose why we are here."

"I thank you very much for the time and all the efforts because first we came here, the hospitality, the warm hospitality that we received, it's, I can't just say it. It was overwhelming. And, it was very - we are look like that we are in Otjiwarongo. We feel at home, here. And, every citizen that we are meeting and every official that we are meeting they are giving their best to make things work. It's very easy. And, very easy to adore it. It's only that I get very cold." (hear giggles from Council and gallery) "So, that is - but thank you very much. And, I thank you." (hear applause from Council and gallery)

Mayor DiIanni : "Well, Mr. Uxam was telling me earlier that, of course, they're heading into summer in his community. So, they don't need coats or jackets in their home town right now. And in fact, shortly, I was being told that in the mornings, it'll be 22 degrees [Celsius]; it'll be 40 degrees by the end of the day. And I said that, you know, in a few weeks, it will be 22 degrees here in the morning and 40 at the end of the day - minus, however" (hear giggles from Council) "So, we do share that in common. But, it's wonderful to see you here."

"And, let me just praise our staff that's gone there: Joe Anne [Priel] and a number of people from our staff; Scott [Stewart] and others. And, I've heard nothing but very good things about the work that our staff has done - Anna Radford and I'm missing some people. But, a number of staff members that went and did some very, very good work. So, thank you to you, as well."

"So, on behalf of our Council and our citizens, I'm very pleased to present you with a little memento, some mementoes of our community. These are historical books about Hamilton that will tell you a little bit about out community and some Hamilton things that I hope you'll wear with pride, at some point. And, I'll pass these on to you. And, as well - I'll show it to our friends in the audience first - we have a painting by Linda Boyd that we're going to present to the delegation, as well. And, we hope that you will hang this in your City Hall, in your Town Hall in your Council Chamber, perhaps. And, in fact, it's some artwork by a local Stoney Creek artist, as well. So, congratulations. And, thank you." (hear applause from Council and gallery)

3.2 FCM - Sustainable Community Awards

Mayor DiIanni : "Next, I'd like to call on Councillor Terry Whitehead to make the next presentations on Sustainable Community Awards. Councillor Whitehead." (someone says something to Mayor off microphone) "Am I to call Beth Goodger, as well. All right. Please, Beth."

' SOLID WASTE - WINNERS

CITY OF HAMILTON , ONTARIO
Population: 490,268
Solid Waste Management Master Plan (SWMMP)
The Solid Waste Management Master Plan (SWMMP) is a long-range plan that will extend the lifespan of Hamilton 's landfill by diverting 65 per cent of waste by 2008. The plan's 19 recommendations range from public education, to bylaw improvements, to recycling and organic waste programs. For example, improvements to its leaf and yard waste program resulted in a 72 per cent increase in material collected, diverting almost three times more material in 2004 than it did in 2000. Hamilton is also partnering with the Region of Niagara to pool resources and explore alternative disposal options, such as energy-from-waste facilities.

"This is about some Sustainable Community Awards that we have had the honour of being recognized with. And Beth, why don't you tell us all about them." (Councillor Whitehead actually proceeds to the microphone first)

Whitehead : "In fact, I had the honour and privilege to represent the City at FCM in St. John's Newfoundland . And, they - it was an acknowledgement about the Waste Management Master Plan here in the City of Hamilton . And, I don't need to explain it to you, because you have the expert right here, behind me. So, with no further ado, Beth Goodger." (hear applause from Council and gallery)

Beth Goodger - Director, Waste Management : "Thanks, Councillor Whitehead. The award that we received was a national recognition for our Solid Waste Master Plan. So, we received top award in the Environmental Solid Waste Category from the Federation of Canadian Municipalities, this June."

"And, I think it's quite an honour to our community to receive this award. And, it's my honour to be here this evening to receive the award from Councillor Whitehead. And, on behalf of the Public Works Department, and the Waste Division staff. We've all been working very hard at implementing the Master Plan. But, it is really a community based effort."

"The Plan started in 2000 when 32 citizens came together to put together this Master Plan and set the target of 65% diversion. And, it's this forward thinking on the part of the citizens and City Council that approved the plan in December of 2001 that we've been able to move forward and implement this plan."

"We're moving toward the implementation in April of next year [2006] of the roll out of the Green Cart Program. So, it's really an award for our community and everybody working together to make this happen. Thank you." (hear applause from Council and gallery)

3.3 Library Journal Awards - Outstanding Librarians of 2005

Mayor DiIanni : "Next, we have some library Journal Awards - Outstanding Librarians of 2005. And, for our next presentation, I'd like to ask Darcy Glidden to join me at the podium."

"On June 24th - Darcy - on June 24th , 2005 in Chicago , Darcy received the Library Journal award for outstanding librarians of 2005, as one of the professions leading movers and shakers." (hear giggles from Council and gallery) "The 2005 honourees were - I don't write this, I only read it, you must understand." (more giggles from Council and gallery) "The 2005 honourees were selected from among more than 150,000 librarians in the U.S. and Canada affiliated with public, academic, school, legal, medical, corporate and institutional libraries cited for their innovative achievements, advancing library services to a broader public. The list includes 33 women, 18 men, from 25 States, the District of Columbia , and Ontario."

"Darcy, I'm proud to say, was the only Canadian honoured. And so, it's with great pleasure that I congratulate you, Darcy. And, continued success." (hear applause from Council and gallery) "And, in honour of the occasion, Darcy, is being presented with an article with a smiling face, which is entitled: 'One noisy librarian.' (hear giggles from Council and gallery) "There's a story, here, I'm sure." (hear Darcy glidden giggle, too, and say 'Many stories' and he thanks the Mayor, as well) (hear more applause from Council and gallery)

"And, Darcy just reminded me that he's at Saltfleet Library in our community, in our home community in Stoney Creek ."

3.4 Presentation - Trillium Awards

Mayor DiIanni : "Trillium Awards, now. It's that time of year again, and how this is one of the best awards that I think that we offer the community. And, I'd like to call on Janice Brown to the podium, please."

Janice Brown - Executive Chair, Trillium Awards Program : "Things are going to be a little bit different this evening than they were last evening. [last year] It's a bit of a maze here. So, I have somebody instructed as to where they're going to walk to the first time around. So, I'm hoping you award winners, you see the first person walk by, you will follow that route. Because, as I said, it's crowded, here. And, we have several things to give away."

"So, having said that, Mayor DiIanni, Councillors, staff, Trillium Award winners, invited guests, members of the general public, and our viewing audience, on behalf of the Committee members of the 2005 Trillium Awards program, welcome to not only the 49 th Annual Trillium Awards presentation ceremony, but also, the kick-off for the 50 th Anniversary Celebration."

"This civic beautification program is the oldest and the largest of its kind, in Ontario . And, we quite wonder whether or not, if the same might be true in North America - we're working on that one." (hear giggles from Council and gallery) Our program promotes and encourages community pride through recognition of excellence in landscape design, maintenance and efforts to beautify properties, making a positive contribution to the City of Hamilton ."

"This program would not be possible if it were not for the efforts of the following stakeholders: over 350 volunteer judges; the Trillium Awards Committee; our sponsors for their generous donations; the Public Works Department; the Mayor; City Councillors; and the citizens who have created those beautiful front gardens. A very special thank you to all of you." (hear applause from Council and gallery."

"I would like Mayor DiIanni to now assist. And, we'll try to get this moving fairly quickly for you. And, as I said, we do have someone who's going to lead the way. And, if Mayor DiIanni, if you would step down in this area, the first envelope, look for - you'll hear the name, it'll be a surprise. I hope you've got the right one."

"Anyway, each year, we offer bursaries to Mohawk College students who have achieved the highest marks in their respective courses. The awards this year are sponsored by the Mount Hamilton Horticultural Society. (http://www.gardenontario.org/site.php/mhhs/about/) And, I just want to add something. And, I spoke with 3 of the ladies that are here from the society. They are going to be celebrating 80 years this year. And, I said to them, that way back in '56 they gave financial assistance to this very program. So, that is an outstanding achievement. And, to think that they're still giving us money towards the program. So, the bursaries - thank you very much."

Landscape Design - Mionne Taylor

Awards of Excellence

Janice Brown - Executive Chair, Trillium Awards Program : "The awards of Excellence. These awards are given to properties, such as apartment buildings, industries, businesses, townhouse complexes, institutions, etc. And, our committee this year, has seen to expand this category. And, eventually what we would like to do, is have one Award of Excellence in each Ward. This year, we are managing to give away 5.

Ward 1 - H.G. Hardwick & Sons Memorials of Distinction

Janice Brown - Executive Chair, Trillium Awards Program : "The first one, in Ward 1, the Award of Excellence goes to H.G. Hardwick & Sons Memorials of Distinction, 676 King Street West . And Greg, could not be here this evening. However, Councillor McHattie will accept on his behalf." (hear applause from Council and gallery)

"And, as I said to Councillor McHattie, he said, 'Now, where is this'. I said, 'you'll recognize it, as soon as you see the picture." (hear Councillor McHattie say something off microphone) "Yes, it's a beautiful spot. Yes. Thank you, very much."

Ward 4 - Dofasco Inc.

Janice Brown - Executive Chair, Trillium Awards Program : "In Ward 4, our winner is Dofasco, 1330 Burlington Street East , plus many other areas that expand out. And, we are fortunate, this evening to have Jay Robb with us, Communications and Public Affairs." (hear applause from Council and gallery as Mr. Robb makes his way to the podium to receive the award) "And, for any of you who have not been by the Dofasco properties, lately, you should really take a drive down there. Their greenbelting efforts are amazing. And, all the tree-planting that they're putting on certainly helps those of us in this community. Congratulations."

Ward 7 - Nethercott GM

Janice Brown - Executive Chair, Trillium Awards Program : "In Ward 7, the award goes to Nethercott GM, 1591 Upper James Street . And, we have the entire Nethercott family, minus 1, to accept: Bill Nethercott senior, Bill Nethercott junior and his wife Monica - whom I taught." "I might add, they were also recognized by Landscape Ontario because when I went to present Bill Junior with the White Trillium and the Letter of Congratulations, I was wondering around their showroom, and there was another beautiful award. So, well don't to GM, to Nethercott GM."

"I just want to add, if any of you saw the announcement that I may have sent through to as many people, as possible, Willow Valley - in order to congratulate these ladies and the rest of the ladies that work so hard on that golf course - and the plantings are amazing - had free golf-carts on any of the days, I think, for that week that you were golfing. So, it was a good deal ." (tape stopped, sorry, but Councillor Mitchell assisted with the presentation following this, was the presentation of the Pink Trillium award winners but I am a moron, sorry, and didn't notice that the tape had stopped, so I didn't get the presentations on tape and didn't start taping again until Roberta began to speak about the 50 th Anniversary. I guess I didn't hear the tape stop and didn't look at it, I was writing. However, below, I have printed the names of the award winners. I should mention it was a lot of fun to watch, as winners were very enthusiastic and Juanita Bucci was just overcome with emotion when she won the Red Trillium Award - the top award. It was just a lovely, fun event in the Council Chambers)

50th Anniversary Plans - Hamilton Trillium Awards

Roberta Harman - Chair 50 th Anniversary Program of Trillium Awards : (missed end of Janice's intro, as well as the Pink Trilliums, sorry - discovered that tape wasn't running well into it, sorry): "Thanks, Janice. What a hard act to follow. I actually stood here a few years back in the same roll as Janice. And, said I would be back. And, I'm making good on my promise. I'm back. It gives me great pleasure to announce the 50 th Anniversary of the Trillium Awards Program."

"As Janice already alluded to, not only the largest, but the oldest program in North America . Many exciting events are scheduled to happen throughout the anniversary year. To name a few: We will be launching tonight, a new logon - a logo, sorry. And, a new slogan, as well as a presentation of a one-time gold award winner; a Valentine's cabaret at the Royal Botanical Gardens featuring the Hamilton All-Star Jazz Band. So, don't miss that."

Hear applause from Council and gallery) "I'm sure a lot of the award winners know, but, the actual 3 leaves in the logo are representative of our 3 levels of awards - that being: white; pink; and the red."

"Many thanks: to Fortinos our 50th Anniversary sponsor; to the volunteer executive; to City staff. Without these people, it would not be possible to have this evening. So, I truly thank you."

"Thanks to Council for your support over the many years. And, I'm asking that you proudly wear the pins that are in your anniversary kits that you actually received tonight, throughout the Anniversary year, as we celebrate 50 years of recognizing community pride. Thank you, very much." (hear applause from Council and gallery)

"I forgot to mention, there's a reception in Room 219 for our winners. Thanks, again."

Mayor DiIanni : "Yes, before you leave, though, hang on a second, there is a reception. And, at this point everybody just stampedes out, which is fine." (hear giggles from Council and gallery) "But, just allow me to thank the organizers - both staff and volunteers, and Janice, of course, who does just a great job with lots of enthusiasm. She's already at the party, I think." (hear more giggles from Council and gallery) "But, lots of enthusiasm each year in co-ordinating this."

"And, if our guests from Otjiwarongo haven't figured this out, this is totally community driven, supported by Council, but the community really expresses its pride in how people maintain their homes and do their plantings. And, as you can see from the recipients, all of them are very excited - first of all, for themselves, but for the community, as well. So, thank you all. Enjoy the party." Mayor DiIanni : "Ladies and gentlemen, if I might have your attention, as people are exiting to celebrate the Trillium Awards, it does give me great please as well, Members of Council, to introduce to you, a class. I believe that we might have about 70 students, in total, from Mohawk College from their Active Citizenship Program." (hear students cheering from gallery) " Mohawk College ." (hear applause from Council and gallery) "Welcome. Welcome, all." (hear some giggles and people say something funny from the gallery) "Okay, you've got to be good, though." (hear more giggles from gallery. Then hear someone from gallery say 'we're from McMaster.') "Somebody's from McMaster. Is that what they said?"
