Mayor DiIanni : "Thank you very much. Please be seated. Ladies and gentlemen, Members of Council, I would like now to welcome Scott Jacobsen of Mountainview Christian Church (http://www3.sympatico.ca/scott.j/) to this evening's meeting."
"Pastor Jacobsen came to Canada from the United States in 1986. And, since that time, has served the Mountainview Christian Church on Limeridge Road East . In 1991, he and his wife, Shari , started the Noah's Ark Children's Centre, as a ministry of the Church."
"The Jacobsens have 3 daughters and 2 grandsons."
"Welcome, Pastor Jacobsen. And, would you please lead us in prayer."
Pastor Scott Jacobsen : "Let's pray together. Father God, we thank You at this season that we can gather together to do Your work, because You love Your cities. You have created every man and woman and child in this place. You have given us vocations and tasks. And, we thank You, now, for those men and women in this Council in this city, who have given so much of their lives to guide this city."
"We pray this evening will be an evening of peace and productivity. We pray that this city will continue to be a place where families may prosper and thrive; where elderly people may rest in their last years and may find peace; where children may grow wise."

3.1 Recognition of Ancaster Avalanche Girls Hockey Champions
Mayor DiIanni : "And, the first one, is the recognition of the Ancaster Avalanche Bantam 'B' Girls Hockey Champions, who I'm assuming are sitting there" (Mayor points to the East gallery, followed by giggles from the gallery) "Right? It is my pleasure, this evening, to recognize them here at Council."
"And, Members of Council, ladies and gentlemen, this team has won the Gold Medal at the 2005 Provincial Championships held in Mississauga in April." (See "Golden Girls earn big prize - Avalanche Bantam B girls hockey team achieves highest honour, " Ancaster News , Vol. 27, No. 14 - Friday, April 29, 2005, p. 42) "Their accomplishment is truly noteworthy, as they won the Gold Medal in the largest division in the largest Women's Hockey Association in the whole entire world."
"They did it with all players contributing in every game - a true team effort, in every sense of the word."

"And, Mike Desnoyers , as well. Is Mike Desnoyers, here?" (hear someone from gallery say, 'just the wife,' followed by giggles from gallery and Council and Mayor) "Just the wife." (hear applause from Council and gallery) "Of course, we know the Desnoyers well, in this Council." (hear giggles from gallery and Council)
"And, Dave Ullman . Is Dave here?" (hear someone from gallery say something) "We congratulate him."

3.2 Presentation of Gavel to Mayor DiIanni
Mayor DiIanni : "And, at this time, I'd like to ask Councillor David Mitchell to come forward. He has a special presentation that should have happened at the Glanbrook meeting, when the tornado struck." (Councillor Mitchell approaches the podium)
Mitchell : "Thank you, Mr. Mayor. And, I don't believe this Council Chamber has ever had a hammer and gavel in here. And, this isn't about a presentation, but the continuation of a tradition - a Glanbrook tradition."
"And, I think we had some problems here back in the spring. And, the Clerks department was directed to get Mayor DiIanni a gavel. And, it was to be presented in Glanbrook because it was a tradition from there."
"So, I've got a little history about the tradition, and want to razz the Mayor a little bit about that, as well." (hear giggles from Council and gallery)
"The history of Binbrook went from the Township from 1792 to 1973. And, members of the Hendershot family were spoke of in there 33 times - 33 different individuals."
"Arthur Hendershot was the Reeve of Binbrook Township from 1950 to 1959. And, he was the Wentworth County Warden in 1952. And, the Warden - or the County boundaries at that time - are now the current City of Hamilton boundaries."
"Glanbrook was formed in 1974 when the region came in - thus the start of the gavel tradition. And, historically in Glanbrook, the retiring mayor was always given the hammer and gavel. So, Mr. Mayor, I don't know whether that means you're going to be retiring here, or not. But, anyway, the - Mr. " (hear some giggles from Council (someone's laugh stood out) and gallery) " oh - that was a bad one - I warned him I was going to razz him about that." (hear more giggles from Council and gallery) "I had to do that - "
Mayor DiIanni : "I get to speak - " (hear more giggles from Council and gallery)
Mitchell : "I see that - and it would have gone over in Glanbrook, I think, as well, too." (hear more giggles from Council and gallery) "But anyway, Mr. Hendershot was a wood - a crafted wood-turner. And, my father - Lorne Mitchell - has taken on that trade, as well. So, through the Clerk's Office, my father hand-made a new one for the Mayor, and for the City of Hamilton . And, it has the Coat of Arms on it, Mr. Mayor. And, we have 3 more of those for the future that, hopefully, the Glanbrook tradition, here in the New City of Hamilton can continue on with future Mayors and congratulations." (hear applause from Council and gallery)
Mayor DiIanni : "Thank you, very much, Councillor Mitchell. And, thank your father, as well. What a wonderful tradition. And, there's a City Crest on the Gavel. Now, there's no reason why these meetings should be unruly. That's what we've been missing - " (hear giggles from Council and gallery) " - right - is the gavel."
"And, the Councillor's right. You've seen me in action for the last couple of years. You know that I'm the humble and retiring sort." (hear giggles from Council and gallery) "But, now I carry a big gavel, right." (hear a few more giggles) "So - " (Mayor DiIanni tries out the Gavel, tapping it) " - there we go."
"Thank you, very much. That's a great tradition, as will be the next recognition, I believe, ladies and gentlemen."
3.3 Presentation of Plaque to Lieutenant Atif Rasul Butt
Mayor DiIanni : "It's my pleasure to invite Lieutenant" (pronouncing it 'loo-tenant') "Atif Butt to join me at the podium - Lieutenant," (pronouncing it 'left-tenant') "actually - because we're in Canada. It's Lieutenant" (again pronouncing it 'left-tenant') (hear applause while Lieutenant Butt proceeds to the podium)
"Lieutenant Butt was born in Pakistan . And, as we can see," (as Mayor looks to West gallery) "we have a number of the community, the Pakistani community here, this evening - some good friends. We've shared some good times over the last couple of years and some very good meals, as well, at a number of the occasions. And, it's pleasure to see all of you here, including some of the leadership."
"But, the Lieutenant, here, was born in Pakistan and moved to Hamilton in 1987 at the age of 9 years old - which, coincidentally, is when I moved to the country, from another country, as well. That's how old I was. He came here with his family, who is also with him, this evening. And, I'd like to ask the family to stand up, please." (hear applause from Council and gallery) "Mr. Butt and - " (sustained applause) " - Welcome. Welcome."
"Atif - Lieutenant Butt attended Barton Secondary School and McMaster University, where he graduated with a B.A. [Bachelor of Arts] in Political Science, and an MBA [Master of Business Administration] in Health Services Management. He joined the military in January of 2003 and holds the rank of: Lieutenant."
"He is currently posted in Petawawa , Ontario . He is a health care administrator, and was deployed with the military's Disaster Assistance Response Team, or D.A.R.T. (http://www.forces.gc.ca/site/operations/DART/index_e.asp, http://www.cfjog.forces.gc.ca/units/dart_e.html) - about which we learned a lot over the last little while - to Pakistan on October 15 th and he returned home on December 4 th . (http://www.forces.gc.ca/site/Newsroom/view_news_e.asp?id=1796) During this time, he was stationed in a small town called Gahri Dupatta which is approximately 25 km from Muzaffarabad, which is the capital of Pakistan-controlled Kashmir . Muzaffarabad was also the epicentre of the October 8 th earthquake."
"In terms of specific duties, Lieutenant Butt had a medical platoon of 51 people, consisting of: doctors; nurses; physician assistants; and medical technicians - including X-ray techs and preventive medicine techs. He was the second in command of this medical platoon."
"Included in his day to day operations, he was also involved in tactical planning for our mobile medical teams and external liaising with local medical facilities, such as the Pakistan Red Crescent Society (http://www.prcs.org.pk/history.asp) as well as with international organizations, such as the World Health Organization (http://www.who.int/en/) and, of course, the Pakistani military."
"Because of his Pakistani background and his speaking fluently in Urdu, he also provided interpretation / translation services when required, such as going out with the mobile medical teams and providing language services there."
"We're so pleased that you have returned safely, Lieutenant, to join your family. And, I understand that you'll be taking off again, shortly, after the new year. But, it is with great pride, that we express our thanks and appreciation to you for your humanitarian efforts during your deployment and aid of the people affected by the October earthquake."
"And, Lieutenant, we have prepared a simple plaque for you - but one that's given to you with great sincerity that is addressed to you, Lieutenant Atif Rasul Butt, Members of the D.A.R.T. team, stationed in Gahri Dupatta , Pakistan . And, it's with pride that we express thanks and appreciation for your humanitarian efforts exhibited during the earthquake. We wish you continued success in the military and in other endeavours that you may wish to pursue. Congratulations, Lieutenant." (hear applause from Council and gallery)
Lieutenant Atif Rasul Butt : "I didn't expect this. Mr. Mayor, respected representatives of the Hamilton community and guests, I'm very honoured and thankful to receive such recognition from the Hamilton community."
"What I do want to emphasize, however, is that I accept this recognition - not because of what I did - but, instead, I accept it on behalf of the entire Disaster Assistance Response Team, which did so much good in Pakistan ."
"It was the entire D.A.R.T. which treated over 11,500 patients - including over 2,000 vaccinations; it was the entire D.A.R.T. team which produced and distributed almost 4 million litres of clean water to those people that really needed it. It was the entire D.A.R.T. which distributed almost 400 tons of humanitarian aid to those people that really needed it - whether it was food, shelter, blankets, tents - to those people that were suffering. So, I was very proud to play a small role in a team that did so much good in Pakistan ."
"I was also very proud to serve both my countries - my birth country of Pakistan , and my home country of Canada . It was a great opportunity to serve both my countries. And, I was also very proud to represent Hamilton while I was overseas. I grew up here. I spent most of my life here. I worked here. I went to school here. I have a lot of family and relatives, as you can see, that live and work here. My daughter was born here. So, I've got a lot of strong links and connections to this city. And, wherever my military career will take me, I'll always return here, as this is our home town."
"So, again, in conclusion, thank you very much for this honour. And again, I accept this - not because of what I did, but I accept it on behalf of the entire D.A.R.T. - the Disaster Assistance Response Team - which did so much good in Pakistan . Thank you." (hear applause from Council and gallery)
Mayor DiIanni : "And, of course, he not only serves our country with distinction, and I think, intelligence, but also our community, as well. And, I should say to the Members of Council that in Janua - and he follows a tradition. I understand his father was a Major in the Pakistan army, as well. So, there's a military career - or at least a military tradition in the family."
"But, I'll say to the Members of Council that in January, we're going to be honouring another Hamiltonian - Brigadeer General who, in fact, has served in Afghanistan , in Kabul , and led the Canadian Forces, there; just finished his tour of duty. So, he will be joining us - Brigadeer General - will be joining us in January, as well. So, another Hamiltonian making his presence felt internationally and not just in the community."
"So, thank you very much, again. And, please stay for as long as you wish to see how the Council meeting develops."

Mayor DiIanni : "What is your pleasure, first of all, on 5.4" (hear a glass clink) "which is from the Town of Halton Hills ? Councillor Pearson."
Pearson : "Thank you, Mr. Mayor. I would put forward a recommendation that we support this resolution that Halton Hills has put forward. This has to do with the request of Ombudsman of Ontario - his investigation. And, certainly, we have had concerns and complaints from residents with regards to the MPAC assessments."
"We have had lengthy discussions. And, I'm sure more discussions will be ongoing with regards to assessments for our residents of the City of Hamilton . So, I certainly would put forward a recommendation to support this."
Mayor DiIanni : "Seconded by - Councillor McCarthy. Questions, comments? All in favour?" (hear Councillors say carried) "That's carried."
5.5 Correspondence from Paul Sutherland and Carolynne Griffith, Farmgate5 requesting adoption of a resolution respecting the preservation of Ontario's dairy, egg and poultry farmers' supply management marketing system
Recommendation: For the consideration of Council
FINAL DISPOSTION by Council: to endorse and strongly support the request for adoption

Mayor DiIanni : "And, on 5.5, what is your pleasure? Councillor Mitchell."
Mitchell : "Mr. Mayor, I would move that this City of Hamilton Council endorse 5.5 - endorse the request for adoption of a resolution respecting the preservation of Ontario's dairy, egg and poultry farmers' supply management marketing system."
"It has to be sent off right now. It's being looked at in Hong Kong - Farmgate5 (http://www.farmgate5.org/) And, as a lot of you know, I've worked in the Dairy industry all my life."
"In Canada , Dairy, Egg and Poultry is one of the more sustainable lifestyles in agriculture. And, I think it needs to be strongly supported. So, I would move that, Mr. Mayor." (hear a number of Councillors off microphone asking to second the Motion)
Mayor DiIanni : "Seconded by Councillor Braden. Questions, comments? All in favour?" (hear a glass clink; and hear councillors say carried) "Was there a question?" (no speakers) "All in favour, that's carried."
5.7 Correspondence from City of Kitchener respecting review of amalgamations in Ontario

MOTION TO CHANGE FINAL DISPOSITION of Council: to endorse and go forward with process of critical analysis of amalgamation in conjunction with the City of Kitchener

Mayor DiIanni : "Councillor McCarthy, I understand you have a Motion with respect to Item 5.7
McCarthy : "Yes, Mr. Mayor. It is my recommendation that be endorsed - the philosophy that there be a critical analysis brought to the amalgamation, as a whole. And, that we go forward with that process in conjunction with the City of Kitchener ."
Mayor DiIanni : "Seconded by Councillor Mitchell" (hear McCarthy say of microphone that she already had a Seconder) "Councillor McHattie. Thank you. Questions, comments? All in favour?"
