"Reverend Lindsay has been at Cheyne Presbyterian for nine years, now. He's married to Susan, a homemaker and voice teacher. And, has two sons, Donald and David. Welcome Reverend Lindsay, and would you please lead us in prayer."

"Lord God, Almighty we want to pause and ask You to quiet the hearts and the minds of all these representatives tonight. We pray, Lord, that you would help them to know Your presence and guidance in all the deliberations this evening."

3.1 Presentation to the Ancaster Rotary Club - 2006 World Water Day Walkathon

Mayor DiIanni : "And, the first one, I would like - for the first one, I would like to invite Scott Stewart, General Manager of the Public Works Department and Ancaster Rotarian (http://www.rotary7090.org/wcs/) - Mr. Roy Sheldrick to join me for the World Water Day cheque presentation. Please come to the podium, Mr. Sheldrick and Mr. Stewart." (gentlemen make their way to the podium)

"Members of Council, Hamilton's Public Works Water and Wastewater Division held its 2nd Annual World Water Day Walkathon on March 22nd of this year. The Haiti: Water for Life Project is the recipient of that event."

"Ancaster Rotarian Roy Sheldrick and Rotary International, through the Haiti: Water for Life Project have, to date, installed over 100 wells in Haiti. This provides over 50,000 people in Haiti with clean, uncontaminated water everyday."

"City staff has had occasions to work with Mr. Sheldrick over the last 2 to 3 years. And, the Public Works staff understands the importance and challenges involved in supplying water and wastewater services to the residents of Hamilton. So, Mr. Sheldrick's cause was dear to their heart."

"In 2005, Public Works planned a first walkathon to help create awareness and to raise money for the Haiti: Water for Life Project. And, they raised $7,500. 2006 was a huge success. It surpassed everyone's target with an amazing $14,000 raised - enough money to build two and a half wells."

"Hamilton's Public Works is pleased to play a role to help raise funds for this worthwhile cause. And, on behalf of Scott and Council, we would also like to thank all those involved who help make this such a successful event."

"Mr. Sheldrick, on behalf of the City of Hamilton and the Public Works Department, I am please to provide you with this cheque." (hear applause from Council and gallery)

Roy Sheldrick : "Thank you for this opportunity to say a couple of words."

"It's 10 years since my wife and I went to Haiti to start this project. And, little did we know that from what we saw in the villages down there, that we would come back and, as a Rotarian, we decided that we had to make a difference. So, 10 years has passed."

"On the actual day of the 100 th anniversary of Rotary - which you may remember - we put in the 100 th well. And, since then, we've jumped to 114. That day, when we were in Sarasota, Florida, on our way home from our first trip to Haiti, it dawned on me - it was like God was speaking - the number 200 jumped right out at me, folks. 200 - and, we're at 114. And, with the help of Public Works and all of your people, as part of the City employees, you've really put this together for me. $14,000 - in an hour and a half - can you imagine."

"I thank you from the bottom of my heart. I hope that each March 22 nd from now on, we can do this again, Scott." (hear giggles from Council and gallery) "When I've got a good thing going, I find it really hard to back away. So, thank you very, very much." (hear applause from Council and gallery)

Mayor DiIanni : "Thank you. Well done, congratulations. And, 200 seems like a very achievable target. So, I'm sure that we will do our part to help."

 

3.2 Rechargeable Battery Recycling Award

Mayor DiIanni : "The next item is the Rechargeable Battery Recycling Award. And, again, this week seems to be Public Works week. And, I promise you, that the next meeting will be Clerk's turn." (hear giggles from Council and gallery)

"The City of Hamilton has participated in the Rechargeable Battery Recycling Corporation [RBRC] (http://www.rbrc.org/call2recycle/) Program for the past several years. This is a nationwide program, which is designed to keep used rechargeable batteries and cell-phones out of the waste stream, so that the hazardous elements, such as nickel and cadmium don't pollute our landfill."

"The City of Hamilton's Public Works Department and Hotz Environmental Services (http://www.hotzenvironmental.com/) are commended for their efforts in collecting and disposing, appropriately, of 3,800 kg of rechargeable batteries and cell phones in 2005."

"Representing the Rechargeable Battery Recycling Corporation is Tyrone Bilian (sp?). To accept the award on behalf of Hamilton's Waste Management Division, are Beth Goodger, Director of Waste Management, Craig Murdoch, Manager of Disposal, and Emil Prpic, Supervisor, Waste Processing. Please come forward." (people make their way to podium)

Beth Goodger - Director, Waste Management : "We have with us, here this evening, as well, Susan Antler who's the Executive Director of the RBRC Corporation. So, I'm sure Susan would like to say a few words."

"But, I wanted to thank the residents of Hamilton for doing their part and getting the batteries to the Municipal Services Centres, to the Hazardous Waste Depot. This program is really, really important. And, especially, with the opening of the Central Composting Facility, it's essential that hazardous materials be kept out of the waste stream."

"So thank you very much for the award. Also, I need to recognize the Waste Management Team. In addition to the residents, we have Craig Murdoch, Emil Prpic - who's not here this evening - Glen Watt and Chris Ridgewell - who actually make this program happen on a day to day basis. So, we need to thank them, as well."

"Thank you, very much." (hear applause from Council and gallery)

Susan Antler - Executive Director, Rechargeable Battery Recycling Corporation : "I just want to tell you, what a wonderful City and wonderful staff and wonderful citizens - and of course - spectacular Council that has led a drive to recycle rechargeable batteries and cell phones."

"This is not a mandatory program, this is a voluntary program that is across North America. Over 300 companies have voluntarily paid into this program. There are no costs associated with the recycling and recovery of these rechargeable batteries that are basically ubiquitous, in terms of the type of lives that we all lead; in terms of if you want to move forward in terms of going to cordless power: your laptops; your power tools; your cell phones. All those types of materials and products are powered by rechargeable batteries, which eventually will wear out."

"And, because of the RBRC and the voluntary efforts of the City of Hamilton and the community, you've really led the charge to recycle these important products."

"And, I do want to make sure that you understand that the staff of the RBRC in Canada submitted your name to an international committee. And, it was the City of Hamilton and the region of Halton who were recognized as the Canadian leaders - and, quite honestly, the North American leaders."

"So, congratulations. You have a wonderful staff. You have a wonderful City. And, it's a tribute to all of you that we're able to honour you, tonight. Thank you." (hear applause from Council and gallery)

 

3.3 2005 Best Brochure by the Association of Municipal Recycling Co-ordinators

Mayor DiIanni : "Next, is the 2005 Best Brochure by the Association of Municipal Recycling [AMR] Co-ordinators." (http://www.amrc.ca/)

"And, the City of Hamilton's Waste Management Division, again of Public Works, has received recognition from the AMR through its Promotion and Education Awards. I'm pleased to announce that the AMRC has awarded the City of Hamilton the 2005 winner of the Best Brochure Category for its Recycling Room by Room brochure."

"In attendance, this evening is Mike Barrette (sp?), Chair of the AMRC and Manager of Program Development in the Planning and the Waste Management Branch, in York Region."

"To accept the award, again, on behalf of Hamilton's Waste Management Division is Beth Goodger, Director of Waste Management; Pat Parker, Manager of Solid Waste Planning; and Dennis Guy, Project Manager of Community Outreach. Beth and team, please, again." (people make their way to the podium)

Mike Barrette - Chair, Association of Municipal Recycling Co-ordinators : "Thank you, Mr. Mayor. Good evening Members of Council. Each year, the Association of Municipal Recycling Co-ordinators hosts its annual Promotion and Education Awards competition."

"The competition covers a variety of different categories, which highlight the best and brightest promotion and education activities in municipalities across Ontario. It includes categories such as: best campaign; best calendar; best promotional tool; and, of course, in this particular case, best brochure."

"I have to say, as a competing municipality, that particular category is a particularly tough one. There are a lot of entries and they're very, very tough to win out on. So, you certainly deserve credit for your Room by Room brochure. To me, it highlights the real challenge that municipal staff face in trying to deliver sometimes very technical and complex information. While, at the same time, making it interesting and appealing and informative to our members of the public."

"So, again, on behalf of the Board of Directors of the Association, and our member municipalities, I want to congratulate you all on a job well done. Thank you." (hear applause from Council and gallery)

Beth Goodger - Director, Waste Management : "Thank you very much, again, on behalf of the Waste Management and Public Works team. Dennis Guy couldn't be here this evening. He's out working with our out-reach students as part of the Green Cart, program."

"I just wanted to tell you, briefly, about this brochure. It was part of the Blue Box campaign that we launched last year. And, we continue to use this brochure when we're giving out new Blue Boxes. And, they're also available at the Municipal Service Centres, and at festivals and events and that sort of thing. So, it's another helpful tool that we have."

"Both of these things show, tonight, that just small things sometimes make a difference, too. So, thank you very much." (hear applause from Council and gallery)

Mayor DiIanni : "Thank you. I hope Blue Box Man got an honourable mention, at least." (hear giggles from Council and gallery)

 

3.4 (Added) - Presentation - Pitch-In Canada

Mayor DiIanni : "We have an added presentation, actually, regarding Pitch-In Canada recognition. And, again, the City of Hamilton has been recognized as a member of Pitch-In Canada for more than 10 years."

"As a proud supporter of Pitch-In Canada, the City of Hamilton encourages residents to keep there community clean and help pick up litter through regular events, such as Pitch-In Week."

"Pitch-In Week in Hamilton has been a tremendously successful event over the years. Last year, more than 21,000 residents across Hamilton participated in this event. And, by all accounts, Pitch-In Week, 2006 - which runs: April 23 rd to 30 th will be an even bigger and better community event."

"I would like to recognize a very important volunteer group who's dedicated members have coordinated Hamilton's Pitch-In Week for several years and have made it the success it is today for our community."

"The Keep Hamilton Clean Committee (http://www.keephamiltonclean.com/index.htm) and the two members that are here, this evening, are Christine Moore and John Hawker. In recognition of the Keep Hamilton Clean Committee's excellent year-round work, I would ask that the Chair of Keep Hamilton Clean, Mike Major, be - come forward to accept this award of recognition on behalf of the City of Hamilton. Mr. Major - and yes, please come on down. And, I recognize John Hawker, who's here this evening. And, I wonder if the other committee member, Christine Moore, is here as well - she is." (hear someone say something off microphone) "And, Joanne Savoy is al - ya, sure, come on down. Congratulations."

Mike Major - Chair - Keep Hamilton Clean Committee : "Thank you very much. Thank you, Mr. Mayor. Pitch-In Canada has been very important and - very important, and very key in helping keep Hamilton clean. And, particularly after the winter; after we see a lot of garbage and trash that builds up and collects up in the streets. And, it's a way of promoting our schools and our citizens and our organizations and businesses to get involved and actually get out there and clean up the community."

"By having Keep Hamilton Clean organize this for the past 10 years and all of the volunteers on the Board who have been there before this current committee, they've done an outstanding job at promoting the Pitch-In Week. It's been, obviously, very successful for both Hamilton and for Pitch-In Canada. And, we appreciate the help from everybody here who gets out there and also helps to clean up the community and keep it clean. Thank you very much." (hear applause from Council and gallery)

Heather Elbard - President, Board of Directors - Children's Mental Health Ontario : "Good evening Mr. Mayor and Members of Council an ladies and gentlemen. I'm very proud to be here as President of the Board of Children's Mental Health Ontario, to present an Accreditation Award to Child and Adolescent Services."

"I'm especially pleased, as a citizen of this community, and as a retired child and youth mental health manager, to be able to acknowledge, in public, the excellence pursued and reached by this agency in providing mental health services."

"Supporting the mental health of our children and youth requires the urgent and priority attention of every Ontario community. One in five of our youth and children will experience mental health problems or illness. And, also, one in five will have serious illness. Current resources, unfortunately, reach only one in six of those who requires support. This situation is described as an epidemic and a public health challenge, as mental health problems or illness affect how our children and youth feel, think and act."

"The quality mental health services provided by the Child and Adolescent Services are an essential component of our community support for children, youth and their families."

"Children's Mental Health Ontario has been defining standards of quality in children's mental health services for over 25 years. And now 85% of our 81 member centres have had at least one accreditation site review. So, to be accredited is truly a seal of approval. Consumers can be assured that accredited organizations have undergone and extensive internal and external review process that measures their practices against the sector, or industry standard. They are encouraged to use Best Practice approaches in all areas of service delivery, governance and administration."

"So, we are here today to acknowledge an important, unique accomplishment. Child and Adolescent Services is the only organization in Ontario to become accredited by both Children's Mental Health Ontario and the Ontario Council on Community Health Accreditation." (http://www.occha.org/index.htm)

"Both of these organizations collaborated to design and deliver an accreditation approach tailored to the needs of Child and Adolescent Services that recognizes unique structure for a children's mental health centre situated within a public heath unit and within the City of Hamilton."

"And, you know, preparing for an accreditation process is a major undertaking for any organizations - even one that is well-established. The accreditation program is a rigorous process that requires an organization to undergo intense evaluation of its operations against hundreds of standards that mark high quality children's mental health services."

"So, accreditation is the one very important way that an agency holds itself accountable. The site review includes: a document and file review; interviews with key stakeholders; a review of policies and procedures; and a site inspection. The preparation for accreditation is an enormous amount of work for an agency."

"Child and Adolescent Services demonstrated professionalism, a commitment to quality, thoroughness, flexibility, and a sense of adventure while maintaining a positive outlook on this major undertaking."

"So, it's my pleasure to present this Certificate of Accreditation, and to offer my congratulations on behalf of the Board of Directors of Children's Mental Health Ontario." (hear applause from Council and gallery)

Mayor DiIanni : "Thank you very much to all of the recipients, presenters. We truly appreciate the staff that we have and the efforts that they put forth on very worthwhile community events. So, we want to recognize them and thank them, as well."

"Members of Council - Councillor?"

Whitehead : "Thank you, Mr. Mayor. I think it would be appropriate to mention this, at this point. I've received a couple of e-mails from individuals that, in fact, take some interest in what the Council is doing and watch Council on Cable 14."

"They did raise and issue - I mean - I guess, at one time, we used to have a focus on Council that sort of talked about some of the issues that arise during Council meetings. But, the thing specific was that they really had trouble following the issues as it unfolded during the course of the meeting."

"So, I had indicated that I'd be sending a letter off to Cable 14 to see if, in fact, they could do a ticker tap in respect to as we deal with the issues - or, just by numbers that get a little more information to those folks that watch Council at home."
