BUSINESS ARISING FROM THE MINUTES

Public Education of the Value of Heritage Buildings
This item was set in motion after the Book House fire to have the Education Sub-committee compose items to educate the general public with regard to the importance of heritage sites. No action to date.

Media Release - Book House History and Importance
This item to be reviewed by City of Hamilton Communications staff, prior to release to the media. John Gosgnach, Manager - Communications to be contacted. Item tabled.

Archaeological Study of the Book House Property
A. Charlton has approached Swisscan to request that they undertake an archaeological study of the Book House property. No response to date.

Plaquing of Book House as a Historical Site
A. Chartlon contacted the Ancaster Historical Society to discuss funding for plaquing the Book House property as a historical site, and to review the Provincial web site for possible funding opportunities. Swisscan has indicated they will contribute to a local marker. The building has been completely leveled.

Possible Designation of the Second Book House and Cemetery
A. Charlton contacted the Catholic Diocese respecting designation of the second Book House and Book Cemetery . No response to date.

Lost Hamilton Heritage Book Submission
S. Wray approached Margaret Houghton (HPL), who is preparing a book on lost Hamilton heritage, and has submitted a report on behalf of LACAC as part of the publication.

1056 Beach Boulevard - approved

REQUESTS FOR HERITAGE DESIGNATION
265 Mill Street South withdrawn by owners - approved (despite the fact that the property is of significant historic and heritage interest. Staff were asked to write a letter to the owners iterating this fact, and asking the owners to reconsider their withdrawal. There was no motion to continue with designation on behalf of the City.)

Public Education of the Value of Heritage Buildings - referred to the Education Subcommittee (which has not met in nearly a year and whose Chairman, W. Buchko, rarely attends LACAC meetings)

Hamilton Sign Study
The City is currently undertaking a study in preparation for drafting a Signage By-law. LACAC has been asked for input. Although heritage permits are required for signage in heritage districts, no such requirement exists where individual heritage buildings, like the many on James North, are concerned. Members to respond individually by e-mail.

Correspondence from Judy Marsales, M.P.P., Hamilton West to the Honourable Madeleine Meilleur, dated June 29, 2005 , respecting the Lister Block - received

"... However some community members are concerned that important heritage elements of the Lister Block will not be adequately restored, and that the building will be significantly altered by the process of "stretching" that is being undertaken to help it conform to modern office standards..."

"...I am hopeful that the Lister Block will exist as it did in 1923, and become an integral part of Hamilton 's downtown core once again. However, I am also aware of the building's relevance to Hamilton 's social and architectural heritage, and am committed to preserving that heritage" - Judy Marsales

Correspondence from David Cuming, Senior Project Manager, Heritage and Urban Design to Joseph Mancinelli, LIUNA, dated June 29, 2005 respecting the Lister Block and Area: Heritage Considerations - received
The letter clearly and in detail outlines the requirements and procedures under the Ontario Heritage Act, the Planning Act, the Downtown Secondary Plan, and the City's conditional agreement with LIUNA, which must be adhered to by LIUNA -- including a heritage impact assessment -- before any application to proceed with the planned project is considered.

    Lack of septic and water services, the fact that the property is in a green-belt, and access to the property continue to plague the sale of this City-owned property.
  • Former CIBC Building , 281 Herkimer Street (L)
    Councilor McHattie continues to hold out hope that the building can be designated, and that the Locke Street Library can move here, despite a $750,000 renovation cost for a smaller facility.
  • Tivoli , 108 James Street North
    The remaining designated structure(s) are protected from demolition by the Ontario heritage Act. It was stated that the demolition/clean-up bill has been settled between the City and the owners. There has been no communication between LACAC and the owners as to what the owners are planning for the site (if anything). Councilors McHattie and Pearson were requested to find out what the owners' intentions are. The Director of Property Standars will be contacted to look into the safety and security of the building over the winter.
