9.1 Sole Source Approval for Road Maintenance Equipment (PW05004) - (Wards 1, 12, 13 and 14)

"Gradall is a brand of hydraulic telescoping boom excavators made by JLG. The only competitive manufacturer of this type of equipment offers a brand called "Badger". Staff has no experience with the Badger unit and it has a lighter design than a Gradall. The Badger dealer advises the manufacturer will not accept orders for less than four units at a time, and the City only requires one unit." Cost is $390,000 per unit. Rental cost is $120,000 per year. Councillor Jackson asked about a lease vs a purchase of the equipment or a lease to purchase. S. Stewart replied that a lease to purchase was not considered, the previous Gradall has lasted 20 yrs and they have no concerns with a purchase. Carried

9.2 Street Light Maintenance in 2005 (PW05008) (City Wide Implications)

"It is recommended that Hamilton Hydro Inc. be authorized to continue street light maintenance in 2005 for the urban area served by Hamilton Hydro. Hamilton Hydro charges its direct costs, plus overheads, and this arrangement would remain in place. Staff also recommends that Hamilton exercise a one-year option to extend the existing two-year contract with Cramm Electric Ltd. for the Hydro One service area for a third year, until January 2006, based on a commitment from Cramm to continue providing service with no cost increase over 2004." Councillor Braden inquired if a new energy efficient light system was available. Staff replied LED technology is about 5 yrs away from being adequate for street lighting. Councillor Ferguson wanted to ensure the tender in 2006 was open to allow smaller operators to also bid. S. Stewart assured him that there would be nothing in the tender to disqualify a smaller business from tendering. Carried

10.1 Appointment to the Stakeholders Advisory Committee to the Biosolids Master Plan. Recommended appointment is councillor Dave Mitchell.

12. General Info - Councillor Braden started to talk about Disaster relief for affected areas of the Tsunami and if the city could assist in some manner, he was interrupted by Councillor Jackson who said there was a staff member working on this matter.
