How they voted in February

This is a regular CATCH summary of votes at committee and council meetings. This report covers the month of February 2018. The first line of each entry identifies the issue, followed by a brief description. This is followed by the location of the vote. Multiple votes on the same issue are reported together. Absentees are only listed where reported in the minutes and where the missing councillors are members of that committee or decision-making body. Links are provided to source documents.  Note that the vast majority of council decisions are unanimous and the votes are not officially recorded. Posting of minutes remains quite delayed.

Long term care funding

A motion was presented by Whitehead seconded by Skelly to authorize $200,000 in additional funding for the Residential Care Facilities Program on a one-time basis. In response, council approved a motion by Ferguson to refer the motion to staff for a report.

Animal adoption

Staff recommended the city establish an animal adoption program in partnership with the SPCA and that staff report back on its operations after an 18 month period.  The recommendation was approved. At City Council A Johnson requested a standing recorded vote.

Agenda change

Merulla moved an agenda change to move up consideration of an in camera item on confidential correspondence respecting “citizen appointment – boards and commissions” and move into closed session to consider this. His motion was defeated 4-10.

Country music week

The general issues committee approved a recommendation to secure the 2019 Canadian Country Music Week at a budget of $850,000 with $550,00 coming from reallocation of monies previously approved for the 2019 Juno Awards and the remainder to be secured from other levels of government and the private sector.

Queenston Road apartment

A motion by A Johnson made public the February 6 in camera decision of the planning committee respecting an OMB appeal regarding 860 Queenston Road that directed staff to settle the appeal. Queenston Road Holdings had sought approval of a 19-storey apartment building with 219 units. The motion was approved.

Temporary Main Street repairs

A motion by A Johnson directed staff to take immediate action to shave and pave Main Street between Cootes Drive and Macklin Avenue with $700,000 in funding from Ward One funds and a similar amount from the unallocated capital reserve. The motion was approved unanimously in a recorded vote.

Development charges rebate

A motion by Merulla amended an emergency and community services decision that directed staff to apply for a new provincial program that funds municipal development charges rebates for affordable housing units. The amendment set a condition that the program apply to units whose rent is capped at no more than 175% of the present market rent, that previously had been set at no more than 150%.

Tackling the infrastructure deficit
