10. Project Manager – Alternative Transportation – Public Works Department (PW09091) (City Wide) (Item 12.1)
(a) That the position of Project Manager, Alternative Transportation be made permanent;
(b) That the item referring to the Alternative Transportation Manager be removed from the Public Works Committee Outstanding Business List;
(c) That the contents of Report PW09091 remain confidential.
[54:07] Clark: Can I just ask a question? Is this position for the project manager, is this coming under operating expenses, capital, and is it already in our budget or is this going to be new budget money that we’re now allocating for next year in advance? We’re making a position permanent so I’m just trying to find out how we’re paying for this.
Rossini: just give us a couple of minutes, the acting general manager has just stepped away.
Ferguson: I’ll continue… the chairman can also confirm this. This was a position that’s already. This is making the position permanent, so there’s no increase in FTEs. It’s just trading a temporary position for a full time position, as I recall at the committee.
McCarthy:….
Clark: And the monies in the budget, in the operating budget, so it’s on the levy or it’s in capital?
Ferguson: It’s in the levy.
Clark. It’s in the levy. Thank you.
McCarthy: Councillor Collins? You’re opposed? Councillor Collins opposed and councillor Whitehead is opposed. You want to speak? Go ahead councillor.
Whitehead: I think at this time we’re looking at the type of budget pressures that we have. I know councillor Collins talked about it earlier. I don’t see any motherhood issues. I think this should be deferred to the budget process, quite frankly, so we can have a wholesome discussion and understand all the different pressures. And if this is a priority at that point, I respect that. To make that decision and walk that in, I think is a little unfortunate at this time. So I, at the appropriate time, would like to defer it to the budget process.
McCarthy: Do you have a seconder for the deferral motion, councillor? Councillor Pasuta has seconded your motion. Deferall motion is not debatable so I’ll call the question on the deferral motion. Is this direction?
McHattie: There was a question earlier on, and it still hasn’t been answered yet, by councillor Clark.
McCarthy: Councillor Clark is satisfied by the answer that was provided to him. That’s fine, councillor Clark did indicate he was satisfied with the answer that was provided to him. John, if you want to go ahead.
McHattie: Whether this if from the levy? We don’t want to know that? We’ll just refer it to the budget anyways?
McCarthy: Yes.
Clark: They told me they made it permanent and it’s on the levy and it’s currently in the budget and I indicated I’ll oppose it. And that was it.
McCarthy: John, have we got that right?
Staff: Through you Mr Mayor, the position is funded from capital so it’s already in the budget.
McCarthy: It’s already provided in the budget? Is that what you’re saying, in capital?
Staff: In capital budget.
McCarthy: Okay. So calling the question on the deferral motion, then. That’s been duly moved and seconded. All in favour of the deferral. Standing recorded vote. All those in favour of the deferral please stand.
